1.0 INTRODUCTION
1.1 The Los Angeles County (County) Sheriff's Department (Department) is
issuing this Request for Information (RFI) to staffing agencies and
recruitment firms interested in and qualified to provide professional
recruitment and candidate-vetting services (Services) for the position of
Public Response Dispatcher (PRD). The Department seeks information
from agencies capable of identifying, screening, assessing, and presenting
high-quality candidates who meet the unique operational, behavioral, and
technical requirements of emergency communications roles within a public
safety environment.
1.2 This RFI is for planning and information gathering purposes only. Not
responding to this RFI will not impact your firm's ability in the future to
respond to any subsequent procurement document issued by the County
on behalf of the Department.
1.3 The Department seeks agencies with strong experience in public sector
staffing, emergency communications recruitment, law enforcement support
roles, or similarly demanding service environments.
1.4 Not responding to this RFI will not impact your ability in the future to respond
to any subsequent procurement document issued by the County on behalf
of the Department.
1.5 This RFI does not commit the County to contract for any Services
whatsoever. This is a request for information ONLY. The County will not be
liable in any way or have any responsibility for any costs incurred in
connection with the preparation, submittal, or presentation of any response
to this RFI.
1.6 Vendors who wish to participate in this RFI must submit relevant
information, as outlined in Paragraph 3.0 (Information Requested) below.
2.0 BACKGROUND
2.1 The County encompasses an area of 4,083 square miles with over ten
million residents. The Department provides general and specialized law
enforcement services for approximately 3,157 square miles. The
Department, with approximately 18,000 employees, is the largest sheriff's
department in the world.
2.2 The PRD serves a critical frontline communications role within the
Department, responsible for receiving emergency and non-emergency
calls, dispatching appropriate resources, accurately documenting incidents,
and communicating effectively under stress. Due to increasing call volumes,
evolving technologies, and heightened public safety demands, the
Department is exploring partnerships with qualified staffing agencies and
recruitment firms to enhance recruitment pipelines and improve candidate
readiness for PRD roles.

3.0 INFORMATION REQUESTED
Vendors who may have an interest in providing Services are encouraged to submit
relevant information about their Services, as follows:
3.1 Agency Experience & Background
Respondent must provide:
a. Description of experience recruiting for public safety, emergency
dispatch, communications centers, law enforcement support roles, or
similarly high-pressure operational positions.
b. Description of agency's history, scale of operations, geographic reach
and number of clients serviced, including any public sector or law
enforcement clients.
c. Description of experience with candidate vetting processes such as
background checks, behavioral screening, skill testing, and job specific
suitability assessments.
d. Any relevant certifications, professional affiliations, or specialized
recruitment capabilities.
3.2 Proposed Recruitment & Vetting Services for PRDs
Respondent must describe its approach to PRD candidate recruitment,
including:
a. Proposed recruitment strategies (e.g., targeted advertising, outreach to
specialized talent pools, job fairs, community partnerships, vocational
program coordination).
b. Screening and vetting methodology, such as:
i. Call center competency assessments,
ii. Multi-tasking or stress management evaluations,
iii. Typing or data entry proficiency,
iv. Behavioral interviews and communication skill screening, and
v. Public safety or dispatch specific testing.
c. Proposed processes for preparing suitable candidate shortlists,
including timelines and deliverables.
d. Any technology platforms or tools used in recruiting and vetting.
e. Any additional recommended Services (e.g., onboarding support, job
preview modules, retention forecasting, etc.).
3.3 Pricing Structure
Respondent must outline its pricing model for PRD recruitment and vetting
services, including:

a. Standard fee structures (e.g., hourly, per candidate, per placement,
percentage of salary).
b. Any variable pricing based on volume, candidate category, or testing
requirements.
c. Costs associated with assessments, background checks, or skills tests.
d. Optional services and their pricing.
4.0 SUBMISSION INSTRUCTIONS

4.2 Responses to this RFI must be sent electronically to the email address listed
in Paragraph 4.1 above. All electronic responses must be in searchable
Adobe Portable Document Format (PDF) format.
4.3 Responses to this RFI are due on or before 3:00 PM (Pacific Time) Friday,
August 28, 2026. The subject line must read:
"RESPONSE TO RFI NO. 771-SH FOR
PUBLIC RESPONSE DISPATCHER RECRUITMENT SERVICES"
4.4 Respondents are asked to provide contact information including company
name, address, contact person, contact person's telephone number, and
contact person's email address.
4.5 The Department encourages all potential Vendors to submit a response
consistent with the content and instructions provided herein.
4.6 Responses to this RFI after the submission deadline may be accepted by
the County, at its sole convenience and discretion.
5.0 ADDITIONAL RESPONDENT INFORMATION
5.1 Responses to this RFI will become the exclusive property of the County.
Respondents should be aware that responses to this RFI become a matter
of public record, except for those parts of each submission that meet the
definition of "Trade Secret" and are plainly marked as "Trade Secret" or
"Proprietary."
5.2 The County will not, in any way, be liable or responsible for the disclosure
of any such record, or any parts thereof, if disclosure is required or permitted
under the California Public Records Act or otherwise by law. A blanket
statement of confidentiality or the marking of each page of the submission
as confidential will not be deemed sufficient notice of exception.
Respondents must specifically label only those provisions of the submission
that are "Trade Secrets" or "Proprietary" in nature.
5.3 The Department will review the responses to this RFI, which may
subsequently lead to further research and analysis. Respondents to this RFI
will be notified by the County of a future solicitation, if issued.
