1. Purpose
The U.S. Department of Labor (DOL) is issuing this Request for Information (RFI) in accordance with Federal Acquisition Regulation (FAR) Revolutionary FAR Overhaul (RFO) Part 10, Market Research, to identify commercially available platforms that can support DOL’s efforts to improve labor market transparency, workforce identity verification, employment compliance, and detection of potential fraud and unlawful labor practices. The information received will assist the Government in understanding industry capabilities, refining requirements, assessing risks, and developing an appropriate acquisition strategy consistent with applicable procurement laws and regulations.
This RFI is for planning and market research purposes only and does not constitute a solicitation, request for proposal, request for quote, or an obligation on the part of the Government to acquire any supplies or services.
2. Project Overview
DOL is exploring commercially available digital workforce identity and compliance platforms that can provide secure, verifiable data to improve labor market transparency and identify indicators of potential fraud.
Specifically, DOL seeks solutions offering trusted identity verification and work authorization status for workers, portable digital credentials (e.g., certifications, training and licensing records) that workers can share with employers or regulators, and electronic records of key compliance activities (such as wage payments, safety training completion, housing and transportation inspections, and worksite assignments) to support employers in meeting labor standards. The ideal platform will generate audit-ready logs and reports of employment and compliance data, use data analytics to flag potential fraud, document inconsistencies, or unlawful labor practices, and support greater transparency in the workforce (for example, by confirming that workers are deployed as authorized and that required conditions are being upheld). Importantly, any solution must incorporate privacy and security by design, obtain appropriate consent for personal data use, and complement existing legal employment verification and worker protection processes.

DOL intends to host an Industry Day to provide interested vendors with an opportunity to demonstrate their relevant capabilities.
DOL may request vendors to demonstrate one or more of the following conditions within their solution:

E. Investigation and Audit
F. Privacy and Security
Vendors should be prepared to identify which capabilities demonstrated are currently commercially available, which are configurable, and which would require customization or new development.

6. Questions

The Department may, at its discretion, post responses to questions or invite selected respondents to participate in follow-up discussions, demonstrations, or market research sessions.
7. Government Disclaimer
This RFI is issued solely for informational and planning purposes in accordance with RFO Part 10 and does not obligate the Government to issue a solicitation, award a contract, or otherwise commit funds. The Government will not reimburse respondents for any costs associated with responding to this RFI, participating in Industry Day, or providing follow-up information. Information submitted may be used to develop or refine acquisition strategies, requirements, and procurement documentation.
The Government recognizes that ROMs and schedules are based on preliminary assumptions and limited information and are subject to change as requirements are further defined. Submission or non-submission of ROM cost or schedule information will not result in a competitive advantage or disadvantage in any future acquisition.
