1. Purpose

The U.S. Department of Labor (DOL) is issuing this Request for Information (RFI) in accordance with Federal Acquisition Regulation (FAR) Revolutionary FAR Overhaul (RFO) Part 10, Market Research, to identify commercially available platforms that can support DOL’s efforts to improve labor market transparency, workforce identity verification, employment compliance, and detection of potential fraud and unlawful labor practices. The information received will assist the Government in understanding industry capabilities, refining requirements, assessing risks, and developing an appropriate acquisition strategy consistent with applicable procurement laws and regulations.

This RFI is for planning and market research purposes only and does not constitute a solicitation, request for proposal, request for quote, or an obligation on the part of the Government to acquire any supplies or services.

2. Project Overview

DOL is exploring commercially available digital workforce identity and compliance platforms that can provide secure, verifiable data to improve labor market transparency and identify indicators of potential fraud.

Specifically, DOL seeks solutions offering trusted identity verification and work authorization status for workers, portable digital credentials (e.g., certifications, training and licensing records) that workers can share with employers or regulators, and electronic records of key compliance activities (such as wage payments, safety training completion, housing and transportation inspections, and worksite assignments) to support employers in meeting labor standards. The ideal platform will generate audit-ready logs and reports of employment and compliance data, use data analytics to flag potential fraud, document inconsistencies, or unlawful labor practices, and support greater transparency in the workforce (for example, by confirming that workers are deployed as authorized and that required conditions are being upheld). Importantly, any solution must incorporate privacy and security by design, obtain appropriate consent for personal data use, and complement existing legal employment verification and worker protection processes.

The North American Industry Classification System (NAICS) code for this requirement is 513210 (Software Publishers).

3. Requested Information

DOL requests that interested parties address the following areas:

C. Technical Capabilities and Anticipated Approach

• Capabilities related to providing labor market transparency and fraud detection tools


• How does your solution differentiate itself from alternative options on the market?


• Does your solution include artificial intelligence? If yes, to what extent?


• What reporting, analytics, or data insights will your platform provide, and how often?


• What is the estimated timeline to fully deploy this solution?


• What kind of initial and ongoing training or support do you provide to clients?

4. Industry Day

DOL intends to host an Industry Day to provide interested vendors with an opportunity to demonstrate their relevant capabilities.

• Format: Presentation and demo via MS Teams

DOL may request vendors to demonstrate one or more of the following conditions within their solution:

A. Worker Identity

• How a worker establishes and maintains a trusted digital identity and how an authorized employer or Government user verifies the identity.

B. Digital Credentials

• How a worker receives, maintains, and securely shares a digital certification or safety-training credential and how an authorized party validates the credential.

C. Compliance

• How employment and compliance information, such as wage payments, training completion, worksite assignments, or inspection records, is collected and maintained.

D. Fraud Detection

• How the platform identifies an inconsistency or anomalous pattern across multiple records and generates an alert or risk indicator for further human review.

E. Investigation and Audit

• How an authorized DOL user examines supporting information, identifies the source of the underlying data, and generates an audit-ready report.

F. Privacy and Security

• How the platform manages consent, user access, data sharing, privacy controls, security controls, and audit logs.

Vendors should be prepared to identify which capabilities demonstrated are currently commercially available, which are configurable, and which would require customization or new development.

DOL requests that respondents address the following questions during Industry Day, as applicable:

1. What data sources are required to operate the solution effectively?


2. What sources can the solution access or integrate with?


3. What information (if any) should be collected directly from workers, employers, Government agencies, or other sources?


4. What are the primary privacy risks associated with a digital workforce identity platform?


5. How can DOL minimize collection and retention of unnecessary personal information?


6. How should human review be incorporated into fraud detection and compliance workflows?


7. What steps are taken to minimize false positives?


8. What interoperability standards should DOL consider?


9. What integration challenges should DOL anticipate?


10. What is a reasonable implementation timeline for a solution of this nature?


11. What level of Government involvement is typically required during implementation?


12. What is the general period of performance on contracts for your solution?


13. What performance metrics should DOL consider when evaluating such a solution?


14. Pick one fraud/compliance alert in the demo and walk us from the alert all the way back to every underlying data element. Which data came from the worker, employer, government, third party, or the platform itself? Which data are verified versus self-reported?


15. Show us an employer trying to game the system


16. What does the investigator actually receive?


17. Can workers/employers record events without connectivity? How are timestamps and integrity preserved? How are conflicting offline records reconciled later?


18. Can DOL export its data, schemas, audit logs and reports in usable nonproprietary formats? What happens to credentials issued to workers? What happens if the vendor fails, is acquired, or DOL changes providers?


19. What are the five failure modes and which party controls each one: vendor, DOL, another federal agency, state, employer, or worker


20. Which visa programs do they leverage / work with?


21. Please expressly address credential expiration


22. Who owns the data? Can the data be repurposed and, if so, under what conditions?

7. Government Disclaimer

This RFI is issued solely for informational and planning purposes in accordance with RFO Part 10 and does not obligate the Government to issue a solicitation, award a contract, or otherwise commit funds. The Government will not reimburse respondents for any costs associated with responding to this RFI, participating in Industry Day, or providing follow-up information. Information submitted may be used to develop or refine acquisition strategies, requirements, and procurement documentation.

The Government recognizes that ROMs and schedules are based on preliminary assumptions and limited information and are subject to change as requirements are further defined. Submission or non-submission of ROM cost or schedule information will not result in a competitive advantage or disadvantage in any future acquisition.
