Project Description: Springville City is soliciting Statements of Qualifications (SOQs) from professional engineering firms (Consultants) interested in providing services related to floodplain development permitting and flood control projects. These services will support Springville City in the management of FEMA-designated floodplains within city jurisdiction, as well as in planning and executing flood protection projects. The duration of the contract will be 5 years. Springville City reserves the right to negotiate the terms of any future related work with the selected firm or to conduct a new procurement process at its sole discretion.
The scope of services includes:
FLOODPLAIN DEVELOPMENT PERMITTING: Provide general engineering support related to development and activities within FEMA-designated floodplains. Responsibilities include assisting the City in reviewing complex or technical floodplain development permits and associated submittals on an as-needed basis. The Consultant will be responsible for reviewing site-specific hydrologic and hydraulic (H&H) studies related to flooding within or outside FEMA floodplains, including Conditional Letters of Map Revision (CLOMRs), Letters of Map Revision (LOMRs), no-rise analyses, and other flood-related technical studies. Services also include day-to-day advisement to Springville City personnel on FEMA floodplain management questions as they arise.
FLOOD CONTROL PROJECTS: Provide general engineering support for flood control–related projects, including small-scale improvements (e.g., bank protection or stabilization) and large-scale flood protection efforts. An example of a larger project is the Hobble Creek Watershed Plan–EA, currently underway and funded through the NRCS PL-566 program. This project includes a levee system on the lower reach of Hobble Creek and is anticipated for completion in 2026. The City intends to pursue additional funding for final design and construction through NRCS and potentially other sources. Any such work is considered part of the general engineering support services requested under this procurement.
