Sealed proposals from Contractors will be received by Troup County Purchasing Department, in 100 Ridley Avenue, Suite 3100, until 2:00 p.m. at the time prevailing in LaGrange, Georgia
on 25 NOVEMBER 2025 for the Troup County Fire Station #14 to be constructed at 3157 Roanoke Road, Troup County, GA. At the time and place noted above, the proposals will be publicly opened.
The exterior of the package must be clearly marked identifying the contents of the package. All sealed proposals shall include a fully completed/executed PROPOSAL FORM, as provided in this INVITATION TO BID,
the required 5% Bid Bond, and a detailed project proposal demonstrating compliance with the Scope of Work.

The contract, if awarded, will be on a lump sum basis. No bid may be withdrawn for a period of sixty (60) days after time has been called on the date of the opening.

Anticipated start date for construction is on or about JANUARY of 2026.

Mandatory Pre-Bid Meeting to be held on 21 October 2025 at 10:00 AM at the project site located at 3157 Roanoke Road, Troup County, Georgia. All requests for clarification or additional information must be made via email
ONLY to Ramona Gillham, Troup County Purchasing Director, at rgillham@troupcountyga.gov. No phone calls or contacts other than email is allowed. Contacting any other party prior to the bid opening for clarification and/or additional
information will require that any proposal submitted by said bidder to be declared non-responsive. No requests for clarification and/or additional information will be allowed after 5:00 pm on 13 November 2025.


Any and all addenda for this project will be posted at www.troupcountyga.gov/Purchasing/Bids. Bid Bond equal to 5% of the bid is required. Both a Performance Bond and a Payment Bond will be required in the amount
equal to 100% for the contract price from the successful bidder. The bonding surety must be either authorized by the Insurance Commissioner of Georgia or be on the United States Treasury’s list of approved bond sureties.

The successful bidder shall be required to provide comprehensive and liability insurance, wherein the County is named as co-insured, contractor is also required to provide a certificate of insurance for Workmen’s Compensation Insurance.


The successful bidder must provide a vendor application, e-verify form and a W-9 prior to beginning work. All subcontractors must provide a Troup County e-verify form prior to beginning work on site. These forms can be
downloaded from www.troupcountyga.gov/Purchasing/Forms.


All bidders must be properly licensed, insured, and qualified.
Troup County will submit and obtain all necessary permits. Troup County will pay all necessary permit fees.
The Owner reserves the right to reject any or all bids and to waive technicalities and informalities.
The Owner reserves the right to interview any or all respondents.
The Owner reserves the right to contact any or all references.
The Owner reserves the right to award the project, as determined to be in the best interest of Troup County.
The Owner reserves the right to award the project, as determined to provide the best value for Troup County.

Award will be made to the bidder considered the most qualified who will act in the best interest of Troup County and whose proposal meets the demands of Troup County.

Troup County Fire Station 14 Project
1. I think sheet S4.1 is missing from the bid documents? It's the footing details. I do not see
in my combined plan set downloaded from the country website. It jumps from S4.0 to
S4.1.
Response: Sheet S4.1 is on the website; however, it is out of order and follows Sheet S5.1
2. For the exterior concrete paving- at what intervals do we need to install SJ (3/SP1.2) or EJ
(4/SP1.2) or CJ (7/SP1.2)?
Response: Saw Joints should be placed no further than 5' apart; Expansion or
Construction Joints should be placed no further than 20' apart.
3. Where will the edge detail (2/SP1.2) be installed on the project?
Response: Edge Detail 2/SP1.2 is no longer required for this project and may be omitted.
4. Can you provide further detail on the decorative brackets on the front elevation of the
apparatus bay?
Response: See Specification Section 060000 - Woods & Plastics - Porch Brackets
5. On sheet 04 of the civil drawings, is the contractor expected to remove the existing
power pole and lines? Or will this be by the power company?
Response: General Contractor shall coordinate with he utility provider for the pole
removal. The GC will not be responsibility for any costs from the utility provider for this
service.
6. Can you please confirm that the school bus parking lot is by the contractor with the
exception of the fence? This means all paving, parking stops, gravel shoulder and striping
is by the GC?
Response: Correct, all fencing and gates will be furnished and installed by the Owner.
7. There are no current plans for landscaping correct?
Response: Correct, all landscaping will be furnished and installed by the Owner. See
ES&PC Plan Final Phase for permanent grassing.
8. Is there a geo tech/soils report available?
Response: Not at this time however, one is being prepared for issuance. Unless directed
otherwise by later addendum, assume conditions are favorable in the base bid.
9. On A1.1, keynote 9 calls out "provide eyewash" but I cant see where this is listed at on
the floor plan? Can keynote 9 be omitted?
Response: Omit keynote 9 on sheet A1.1. The emergency shower replaces the eyewash.
10. Is the contractor expected to carry the vehicle exhaust system or is that by the owner's
vendor?
Response: Yes
11. Page 5 of 21 of civils. It states 5' gravel shoulder with matting- What type of matting, and size of
gravel?
Response:
A 3” geocell (min) with an H20 load rating for the “matting”.
#411 Crushed Stone.
12. Note #21 on drawing A1.1 says to provide a 4” exterior slab. Can you clarify the extent of
this slab? There is an arrow that points plan west but it’s not clear exactly where the slab ends.
Response: See response issued under Addendum 2 and revised sheet 5 of 21 Site Plan issued
that date.
13. Civil drawing Sheet 16 of 21 shows details for a 24” curb and gutter but the site plan on
Sheet 5 of 21 does not show where the curb is to be place. Please confirm locations of curb &
gutter.
Response: See response issued under Addendum 2 and revised sheet 5 of 21 Site Plan issued
that date.
14. Opening 100K and 106 are missing from the door schedule. Please provide information for
these openings.
Response: Information for door 100K shown on Floor Plan A1.1 is the same as door door 100N
shown on Floor Plan A1.1A as noted in the door schedule. 106 is shown in the door schedule.
15. Please confirm locations of the following doors shown on the door schedule but missing
from the floor plans. X126, X127, X132, X133
Response: Omit these doors from the door schedule
16. Please provide specs for the building number signage shown on the exterior elevations. Will
the owner be providing the numbers for GC to install or are we to include this scope turnkey?
Response: See attached Specification Section 101419 Dimensional Letter Signage (6 pages)
Provided and installed by the Contractor. Numerals will be "1 4".
17. Please provide specs for the chainlink fence and 25' gate to be installed in the bus parking
area shown on Site Plans
Response: The chainlink fence and 25' gates have been deleted from the contract.
18. * What is the strand count of the incoming fiber?
Response: Currently the documents call for the owner to provide the Fiber to the building;
however, the normal strand count would be 12.
18A. Does the fiber have to be terminated with unicam connectors? Can splice on connectors
be substituted?
Response: Assume the unicam connectors are in the base bid.
18B. Are the electricians responsible for the fiber pathway into the building?
Response: Yes, Riser Diagram on Sheet E4.0 indicates the contractor to install 4' pathway.
18C, Will there be cameras located inside/outside of the building? If yes, is there a
manufacturer and schedule? St
Response: Cameras are not in this scope of work and will be provided by the Owner.
19. There appears to be (2) HVLS fans in the apparatus bay, can you provide a spec or basis of
design?
Response: Provide (2) E Series (E7) high velocity fans, silver color, as manufactured by Big Ass
Fans in the apparatus bay where shown on Sheet A9.1, Reflected Ceiling Plan - Each ceiling fan
indicated on the Architectural RCP shall be provided with a dedicated 120v, 20A circuit with
2#12&1#12 -3/4" c circuit. Coordinate the location of and mount controller for each device per
owner's instructions.
