Homecomings, Inc., (hereinafter referred to as the "Nonprofit Affiliate Owner”) invites responses to this
Request for Proposals (RFP) for a qualified appraiser to prepare property appraisals of various scattered
site multi-family unit apartments, single-family homes, duplexes and quadplexes. Responses to the RFP
are invited from currently licensed California real estate appraisers who possess a Member of the Appraisal
Institute (MAI) certification. The consultant shall also follow the appraisal regulations for new construction
and rehabilitation of scattered site projects pertaining to the California Debt Limit Allocation Committee
(CDLAC), and to the California Tax Credit Allocation Committee (CTCAC).
I. OVERVIEW
Homecomings, Inc., Nonprofit affiliate of the Housing Authority of the City of San Buenaventura (HACSB)
proposes to rehabilitate the remaining Public Housing scattered site properties in AMP 4 and AMP 5 by
requesting permission from the U.S. Department of Housing and Urban Development (HUD) Rental
Assistance Demonstration (RAD) RAD application and approval process.
The project is comprised of eight (8) scattered site multi-family apartments and four (4) scattered site
quadplexes with a total of 148 units. The unit-mix for the multi-family apartments consists of one, two, three
and four-bedroom units, and the quadplexes have one, and three-bedroom units. All twelve (12) sites will
be a part of the RAD conversion. Homecomings, Inc. will request the RAD blend program, which will permit
Project-based vouchers at 90% for the units using the HUD Fair Market Rents (FMR) and allow the other
10% for the RAD voucher units.
Homecomings, Inc., is anticipating RAD approval by the end of third quarter of 2026. Homecomings, Inc.,
plans to apply to the California Debt Limit Allocation Committee (CDLAC) tax credit program under a to-be-
formed limited partner. The restricted units will be between 30% and 80% of the area median income (AMI).
The building types are all within a 10-mile diameter from one another. The project is not anticipating any
major ground disturbance during the rehabilitation phase of construction.
II. APPRAISAL SERVICES WE ARE SEEKING
Homecomings, Inc., is seeking an appraiser with extensive familiarity with the City of Ventura real estate
market particularly in regards to the multi-family and residential units. MAI certification is a requirement and
prior experience preparing TCAC/CDLAC and RAD appraisal reports and experience working in Ventura is
highly desirable.
III. EXPENSE ASSOCIATED WITH PROPOSAL SUBMISSION
All expenses involved with preparation of and submission of the proposals to the Homecomings shall be
borne by the Offeror.
IV. HOMECOMINGS OPTIONS
Homecomings, Inc., may, at its sole and absolute discretion, reject any and all, or parts of any and all,
proposals; re-advertise this RFP; postpone or cancel, at any time this RFP process; or waive any irregularities
in this RFP or in the proposals received as a result of this RFP. Also, determination of the criteria and process
whereby proposals are evaluated, the decision as to who shall receive a contract award, or whether or not an
award shall ever be made as a result of this RFP, shall be at the sole and absolute discretion of Homecomings,
Inc.

V. OTHER STAFF COMMUNICATIONS
Under no circumstances may any member of the Board or any staff member other than the contact specified
in this RFP be contacted during this RFP process by any entity intending to submit a response to this RFP.
Failure to comply with this request will result in disqualification. All questions should be directed to the
individual identified herein.
VI. CONTRACT
A. General Information
Any firm or individual selected must be willing to execute a Professional Services Contract. The
contract will require that the respondent provide appropriate State and Local certifications/licensing
and meet Homecomings, Inc., Insurance requirements.
B. Term
Time is of the essence in preparing these appraisals, which are required for TCAC to determine if
tax credits will be awarded. The determination by TCAC is essential for the RAD Project to come to
fruition; therefore, we need the appraisals to be completed expeditiously. Additionally, if approved
by HUD and TCAC, and because of TCAC regulations, it is highly likely an updated set of appraisals
will be needed within a twelve-to-18-month period. Homecomings, Inc., expects to enter into an
agreement in February 2026 for the initial appraisals; if the appraisals are thorough and completed
in a timely fashion then Homecomings, Inc., may extend the agreement for the second set of
appraisals.
C. Scope of Work
The scope of appraisal will include, but not be limited to the following:
Analyze and detail the appraisal assignment and highest and best use of the property.
Valuations of the land and show the land by acreage and or square footage.
Valuation of the building or buildings.
Analyze and detail comparable improved sales, land sales, and rental data as
appropriate.
Consider and develop the sales comparison and income capitalization approaches to
value. The cost approach will not be presented, however, a hypothetical indication of land
value as if vacant per TCAC requirements will be provided.
Analyze collected data and synthesize information into appropriate value estimates.
Prepare a hard copy and email, in adobe PDF format, and a summary appraisal report.
If HUD approval is received to convert properties to the RAD Program a second appraisal
will be needed.
VII.SUBMISSION REQUIREMENTS
A. General Information

1. All proposals shall be emailed, and the subject line should include “Scattered Site and
Multiple Units for a Rental Assistance Demonstration (RAD) Appraisals”.
2. Respondent shall submit a cover letter which must include name and address of firm, name
and telephone number of the person or persons who are authorized to make representations
and respond to questions.
3. Submissions shall consist of one (1) pdf. copy of the response containing all required
materials. Failure to submit the appropriate number of copies shall result in the response
being considered non-responsive.
4. The response will be reviewed and a selection made by Homecomings, Inc., on the basis of
free and open competition. An evaluation will be conducted in accordance with the
procedures and criteria set forth in 24 CFR Part 85.36 and this Request for Proposals.
B. Additional Information to be Submitted as Part of RFP
1. Number of years the individual or firm has been in business under current or previous
business names
2. The name and resume of the lead appraiser and, if applicable, the appraiser and or the
team of appraisers assigned to back-up the primary person in his/her absence. Please note
all persons assigned to this endeavor must have MAI certification and a resume must
accompany proposal.
3. The name and title of the person(s) authorized to execute a contract on behalf of the firm.
4. Please provide a plan of action. There are numerous properties to be appraised, please
provide a schedule for how you would proceed and how long you anticipate it would take to
complete all the appraisals indicated. If you want to phase the appraisals and tie payments
to completion of phases so indicate.
5. Please provide a cost for the work on which you are bidding and the basis for that cost. For
instance, if you are bidding a flat fee per complex or on the basis of the number of units per
complex so indicate. Be thorough and clear in your explanation of costs in order that a fair
comparison can be made between respondents. Also, please provide anticipated costs if
an updated set of appraisals is required within a year. Clarity in addressing costs will allow
the selection process to proceed more expeditiously and a decision to be made as to
whether one or more firms are needed.
6. Three (3) client references particularly those with similar needs and volume requirements.
References should include firm, contact person, address, and contact phone number or
email address.
