This is an announcement for a procurement that is deemed a SOLE SOURCE and there is no bid documents associated with this posting.
It is the intent of the MN DNR to procure print titles from 1854 Treaty Authority and Great Lakes Indian Fish & Wildlife Commission (GLIFWC). The educational materials included in this print package support a task in the Coastal Program’s 2024 cooperative agreement with NOAA (National Oceanic and Atmospheric Agency) that focuses on elevating Native voices and perspectives in coastal stewardship. These materials were created by Tribal and Native partners to help the public understand the cultural, ecological, and treaty‑based significance of Minnesota’s coastal places. Access to the files is limited to the vendor entrusted by the file owners (1854 Treaty Authority and GLIFWC), and because both partners have specified the vendor to be used, a competitive search would not yield alternative vendors capable of meeting the technical, access‑limited, and partner‑directed requirements of this project. Arrowhead Printing is the only vendor with authorized access to the current, production‑ready versions of these files that will allow for associated digital manipulations required for accurate reproduction and the addition of the NOAA reprint acknowledgment. Therefore, the DNR has deemed this procurement with Arrowhead Printing a sole source, due to their cooperative arrangement with the 1854 Treaty Authority and GLIFWC.
