Dear Contractor:
The County of Monroe is soliciting proposals to provide all labor, materials, and services involved in
the removal, disposal, and supply of new concrete, placed and finished, at six (6) County properties.
Site details are outlined on the included Proposal Form. The work includes driveways, sidewalks,
entrance ramps, curbs, steps, and catch basin collars. Maps and photographs of each site are included,
and sites will also be marked with orange marking paint to highlight specific work areas. Interested
and qualified contractors should review the requirements outlined within this Request for Proposal.
This solicitation is not a commitment to procure the work, but a request for proposals and the costs
to complete the work. The County will make a determination to proceed based on the proposal pricing
submitted. The County is flexible in the schedule to complete the work and the work may be
scheduled over several weeks or months as mutually agreeable.
Contractors shall submit proposals using the Proposal Form included with this Request for Proposal.
The final date to submit proposals is Wednesday, September 9, 2026 at 4:00 PM Eastern Time.
Proposals may be submitted using either of the following methods:
1. Hard Paper Copy: Submit proposals by U.S. mail, courier service or personal delivery to
Monroe County Finance Department, 2nd Floor, 125 East Second Street, Monroe, Michigan
48161-2197. Proposals must be delivered in sealed envelopes and clearly marked "Sealed
Proposal for Concrete Repair RFP" so that no error in opening may occur.
2. Email: Submit proposals via email as a separate Microsoft Word or PDF document attachment

The County of Monroe reserves the right to accept or reject any and all proposals, to waive any
irregularities, and to make an award that it has determined to be in the best interest of the County.

COUNTY OF MONROE
CONCRETE REPAIR SERVICES RFP
1. Project Overview
The County of Monroe ("County") is soliciting proposals to provide all labor, materials, and
services involved in the removal, disposal, and supply of new concrete, placed and finished, at six
(6) County sites. Site details are outlined on the included Proposal Form. The work includes
driveways, sidewalks, curbs, steps, and catch basin collars. Maps and/or photographs of each site
are included, and sites will also be marked with orange marking paint to highlight specific work
areas.
2. General Specifications
A. The specifications listed in this Request for Proposal ("RFP") are intended to serve as
general guidelines, unless otherwise noted, to be followed by contractors in preparing
a proposal and during the ensuing project. These specifications are intended to list the
major tasks to be completed and the Selected Contractor ("Contractor") shall be
responsible for completing all other tasks required to achieve a first-class project, even
if each specific task is not listed herein.
B. The work shall be priced on a per square foot basis for each site with a grand total as
outlined on the included Proposal Form for the removal, disposal, and supply of new
concrete, placed and finished, at a depth matching the existing concrete. Further, as
outlined on the Proposal Form, contractors shall provide supplemental unit pricing on
a per square foot basis for the same work at depths of eight (8), six (6) inches, and four
(4) inches to be used as a reference for add-on or as-needed work.
C. If contractors determine any concrete areas described in this RFP can be adequately
repaired or patched, rather than requiring total replacement, the contractors shall
include pricing for replacement as requested and include separate pricing for "repair
only" work in the comment section of the Proposal Form or as a separate attachment.
D. The Contractor shall provide all labor, materials, and equipment necessary to perform
the work.
E. The work shall be performed in a manner that allows continued access to the facilities
located at each site so that normal operations may be maintained. The Contractor may
complete the work in separate phases to allow for continued site access. Work may be
completed on weekdays or weekends, unless noted otherwise for certain sites, so long
as all safety precautions are taken to prevent injury to any persons or visitors to the
facilities and the work does not disrupt the operations of the facilities. Upon award of
the work, the work schedule will be determined by the County and Contractor.
F. All new work shall be identical to existing concrete, including edge, width, thickness,
finish, etc. If contractors determine existing concrete width, thickness, etc. would not
be appropriate for the application, contractors shall include pricing for identical

replacement as requested and include separate pricing for the alternate option work in
the comment section of the Proposal Form or as a separate attachment.
G. Concrete shall be six (6) bag mix, air entrained, and batched for this type of installation,
with welded wire mesh or metal bar reinforcement appropriate for the application and
in accordance with industry standards.
H. Install 12" steel dowel pins between existing and new concrete to hold together and
prevent lifting of slabs at the joint lines.
I. Expansion joint material shall be installed at joints to existing slabs that remain and
every fifty (50) feet as needed.
J. New concrete shall be sealed with cure and seal commercial product sealant.
K. Protect new concrete from vehicular and pedestrian traffic with barricades until
properly cured, minimum seven (7) days.
L. The sites shall be cleared of all forms, debris, and other materials upon completion of
the work.
M. Care shall be taken to ensure no damage is caused to County property and any adjoining
property (including concrete mix spilling onto adjoining surfaces). The Contractor shall
be responsible for the repair of any damage to surrounding areas such as lawns,
sidewalks, curbs, etc.
N. The Contractor shall be responsible for obtaining any required permits and contacting
Miss Digg 811, if necessary.
O. In all circumstances, the work shall be of first-class quality and performed by qualified
personnel who are skilled in the respective trade and knowledgeable about the products
and equipment being used.
3. Proposals and Contract Award
A. Contractors shall submit proposals and bid pricing to the County using the Proposal
Form included with this RFP. Proposals shall take into consideration all such conditions
as may affect the work under this contract. The submittal of a proposal automatically
implies that the contractor has examined the project sites and is completely familiar
with the location, scope, and nature of the work and of the equipment, materials, and
labor required to complete the project. A contractor's failure to conduct site visits will
not result in additional claims for compensation from the County and may subject the
agreement to termination.
B. The County may, in its discretion, award a contract to complete all components or a
selection of the components of the work listed within this RFP.

C. The County may visit and review contractors' facilities and equipment prior to award
of contract. Contractors shall be prepared to facilitate such visits and note additional
visits may be conducted during the term of any subsequent contract.
4. Receiving Office
The final date to submit proposals is Wednesday, September 9, 2026 at 4:00 PM Eastern Time.

5. Economy of Preparation
Proposals should be prepared simply and economically, providing straight-forward, concise
descriptions of the contractor's capabilities to perform the work. All pricing and requested
information shall be included in the proposal and outlined in narrative text explaining the
services to be performed; equipment and/or materials to be provided; cost of the services,
equipment, and/or materials; and the tentative schedule for work to be completed (if
applicable).
6. Addenda and Supplements to RFP
In the event of changes to the RFP, contractors will be notified in writing. Questions
concerning the project specifications and requirements, proposal submittal, or award and
administration of the contract should be directed simultaneously to the individuals listed

7. Time Period of Evaluation
The County will select a contractor and award the contract as soon as possible after the proposal
due date stated in this RFP. However, submitted proposals shall remain valid for thirty (30)
days after the due date. Contractors should be prepared to commence work immediately upon
award notification.
8. Qualification
Contractors shall have a proven record of performing work of a similar nature to the project
described herein. This record shall be for a minimum of five (5) years. Contractors may be
required to provide five (5) professional references and include the name of the entity,
contact person, email address, telephone number, and a brief description of work completed.
9. Manufacturer's Directions
All manufactured articles, materials, equipment, etc. shall be applied, installed, connected,
erected, used, cleaned, and conditioned as directed by the manufacturer, unless herein specified
to the contrary. All materials shall be new and installed for the purpose of which they were
manufactured.
10. Brand Name Specification
Where applicable, a brand name, or equal specification as used in this solicitation, is used to
describe the standard of quality, performance, and characteristics desired, and not intended to
limit or restrict competition (unless specifically noted otherwise). Should a contractor object
to a product specified in this RFP, the burden of proof to demonstrate that an alternative
product is of equal or superior quality to the specified product falls upon the challenging
contractor. Contractors may submit proposals that include products from manufacturers not
specified herein.
11. Contract Term
The contract term shall be only for the duration of the schedule to purchase, provide, and accept
the work. The work shall be completed under a schedule agreed to by the County and the
Contractor.
12. Termination
Neither party, upon award of contract, except for non-performance on the part of the Contractor
(as determined exclusively by the County) or issues of non-payment on the part of the County,
may terminate the contract.

13. Payment
A. The County shall issue payment to the Contractor within thirty (30) days of receipt of
invoice for completed and accepted work. Progress payments may be made to the
Contractor for work completed to date, in the discretion of the County.
B. The County reserves the right to withhold or reduce payment for any work not
performed or completed in accordance with the requirements and specifications
outlined in this RFP, in its sole discretion. In such instances, the County may engage
in-house personnel or other contracted services to complete said work if the Contractor
fails to do so in a time period and manner acceptable to the County, and back charge
the Contractor for all costs incurred by the County as a result of the Contractor's failure
to perform.
C. The County shall not be obligated to compensate the Contractor for any additional work
performed by the Contractor that extends beyond the scope or requirements of this RFP,
unless prior approval was given by the County.
14. Incurred Contractor Costs
The County shall not be liable for any costs incurred by contractors or other respondents to
this RFP, prior to issuance of an agreement, contract, or other similar acquisition documents.
15. Other Provisions
Contractors shall list any other criteria or requirements to delineate responsibility for any
additional items and/or tasks to be completed by either the County or Contractor. These
provisions shall be in addition to those detailed or explained in this RFP.
16. Reservation of Rights
The County reserves the right to the following:
A. To accept or reject any or all proposals received as a result of this RFP. The County
shall not be obligated to award a contract solely on the basis of any response made to
this RFP, nor does the County intend to, nor will it be obligated to, pay for the
information solicited or obtained.
B. To reject all proposals and re-issue the RFP at any time prior to execution of a final
contract; to require, in any RFP for similar products and/or services that may be issued
subsequent to this RFP, terms and conditions that are substantially different from the
terms and conditions set forth in this RFP; or to cancel this RFP with or without issuing
another RFP.
C. To reject any proposal if, in the County's sole discretion, the proposal is incomplete,
the proposal is not responsive to the requirements of this RFP, the proposer does not
meet the qualification requirements set forth herein, or it is otherwise determined to be
in the best interest of the County to reject the proposal.

D. To supplement, amend, substitute or otherwise modify this RFP at any time prior to the
execution of a final contract.
E. Accept or reject any or all of the items in any proposal, and award a contract for the
whole or only a part of any proposal, if the County determines, in its sole discretion,
that it is in the County's best interest to do so.
F. To reject the proposal of any proposer that, in the County's sole judgment, has been
delinquent or unfaithful in the performance of any contract with the County, is
financially or technically incapable, or is otherwise deemed to not be a responsible
proposer.
G. To waive any informality, defect, non-responsiveness, and/or deviation from this RFP
that is not, in the County's sole judgment, material to the proposal.
H. To permit or reject, in the County's sole discretion, amendments (including information
inadvertently omitted), modifications, alterations, and/or corrections to proposals by
one or more of the proposers following proposal submission.
I. To request that one or more of the proposers modify their proposals.
J. To request additional or clarifying information from any proposer at any time,
including information inadvertently omitted by a proposer.
K. To require that proposers appear for interviews and/or presentations of their proposals
at County offices.
L. To require references from proposers' previous clients on projects similar in type and
scope to the work sought in this RFP.
M. To conduct such investigations as the County considers appropriate with respect to the
qualifications of any proposer and with respect to the information contained in any
proposal.
17. Prime Contractor Responsibilities
The Contractor shall be required to assume full responsibility for all services offered in its
proposal. Further, the County will consider the Contractor to be the sole point of contact with
regard to contractual matters, including payment of any and all charges resulting from the
contract. The Contractor shall be responsible for the coordination and supervision of all
subcontractors and tradesmen employed to perform services under this contract. The
Contractor shall provide the County with a list the names of all subcontractors and tradesmen
to be employed to complete services under this contract.

18. Insurance
The Contractor, at its expense, must maintain during the term of any subsequent contract the
following insurance:
A. Workers' Compensation Insurance, which meets Michigan statutory requirements. The
Contractor shall take out and maintain during the life of this contract Workers'
Compensation Insurance for all employees employed at the sites listed in this RFP. In
the case any of the work is sublet, the Contractor shall require the subcontractor to
provide such insurance. Proof of compliance with the Workers' Compensation Laws
and Social Security Laws shall be filed with the County and kept in full force and effect
at all times, until all the work on the project provided to be done under this contract has
been fully and finally completed. This shall be an absolute responsibility and duty of
the Contractor, who agrees to indemnify and save harmless the County from any
contributions or taxes or liability therefore.
B. Comprehensive General Liability Insurance with minimum limits of bodily injury of
$1,000,000 each person and $2,000,000 aggregate, and with minimum limits for
property damage of $1,000,000 each occurrence and $2,000,000 aggregate.
C. Comprehensive Automobile Liability (including hired and non-owned vehicles) with
Michigan no-fault coverage, with minimum limits for bodily injury of $500,000 each
person and $1,000,000 each accident, and with minimum limits for property damage
of $500,000 each accident.
If, during the term of any subsequent contract, changed conditions or other pertinent factors,
should in the reasonable judgment of the County, render inadequate the insurance limits, the
Contractor shall furnish on demand such additional coverage as may reasonably be required
and available under the circumstances. The insurance must be effected under valid and
enforceable policies, issued by recognized, responsible Michigan insurers that are well-rated
by national rating organizations.
Insurance policies must name the Contractor as the insured, along with the County as
additional insured, and must not be cancelled or materially changed without at least thirty
(30) days prior notice from the Contractor to the County. The Contractor must submit
certificates evidencing the insurance to the County at the time the Contractor executes the
contract, and at least fifteen (15) days prior to the expiration dates of expiring policies.
Certificates of Insurance acceptable to the County shall be filed with the County prior to
commencement of any work.
In addition to the above, the Contractor shall, to the fullest extent permitted by law, defend,
pay on behalf of, indemnify, and hold harmless the County of Monroe, its elected and
appointed officials, and employees against any and all claims, demands, suits, or losses,
including all costs connected therewith, and for any damages which may be asserted, claimed
or recovered against or from the County of Monroe by reason of personal injury, including
bodily injury or death and/or property damage, including loss of use thereof, which arises out
of or is in any way connected or associated with this contract.

19. County Representative
The Contractor shall allow, at any time during the contract, the access of the County
Representative to view, inspect or otherwise observe the work in progress. The only exception
to this is when safety of the County Representative would be at issue. The County
Representative for this contract will be Michael Bosanac, County Administrator/Chief
Financial Officer, or his designee, who will coordinate with other County employees for the
completion of the work. Any approvals, questions, demands, etc. from the Contractor shall be
forwarded to this person for direction to the contract. No other person shall bind the County
to additional costs or make any changes to the contract, project scope, etc. unless expressly
designated by the County Representative.
20. Guaranty and Warranty
The Contractor shall and hereby does warrant all work it performs, or work performed by
subcontractors it employs, and further warrants that all claims for compensation shall be done
so only after affirming the work is completed in accordance with the specifications and
requirements outlined in this RFP.
21. Turnkey Services
The Contractor shall provide the County with turnkey services. The Contractor shall be
responsible for furnishing and arranging for all deliveries, transportation, materials, fuel for
equipment, maintenance on equipment, supervision of field staff, and any other necessary
items, services, or activities associated with the work, even if not specifically listed in this
RFP.
22. Laws and Regulations
The work performed by the Contractor shall comply with all federal, state, and local laws,
codes, rules, regulations, and ordinances, including all ordinances and other statutory
provisions pertaining to this class of work. Such laws, rules, codes, regulations, and ordinances
shall be considered a part of these RFP specifications, even if not specifically listed within.
Any conflict between the RFP requirements and the aforementioned laws, codes, rules,
regulations, and ordinances shall be noted by the Contractor at the time its proposal is
submitted to the County. All safety precautions shall be followed for the type of work
performed by the Contractor to ensure a safe work environment for employees of the County,
visitors to County sites, inmates of any County facility, employees of the Contractor, and the
general public.
23. Freedom of Information Act
Information provided in proposals submitted to the County becomes public information and as
such is subject to public disclosure and review under the Michigan Freedom of Information
Act. Information contained in a contractor's proposal that is company confidential must be
clearly identified in the proposal itself.
