BACKGROUND
The Land Clearance for Redevelopment Authority of the City of Saint Louis (“LCRA” or
“Authority”) is seeking bids for General Contracting Services in Buildings 13-18 at 3940 Dr. Martin
Luther King Drive, also known as The Monarch on MLK. LCRA plans to stabilize and transform the
approximate 150,000-square-foot industrial building, situated on 15 acres, into a mix of office and
industrial uses. LCRA maintains security guard presence 24/7. Utilities are operational.
The services to be provided through this RFB will be funded by The Coronavirus State and Local
Fiscal Recovery Fund allocated to the City of St. Louis by the United States Department of the
Treasury and passed through the City’s Community Development Administration to SLDC. All
Supplementary Conditions in the attached Exhibit G shall be incorporated into any contract or sub-
contact awarded pursuant to this RFB. To the extent any terms in this RFB conflict with the
Supplementary Conditions in Exhibit G, the Supplementary Conditions shall control.

SCOPE OF WORK
The work required for the Project comprises general construction work as required by the Project
Drawings and Specifications as prepared by Christner Architects, Inc. and other Bid Documents
(collectively the “Contract Documents”).
A. The Scope of Work is defined by the Contract Documents and includes, but is not limited to, the
following:
This work includes renovation and demolition of the buildings on the west side of the site.
Building 16 is to be demolished, after establishing temporary electrical and communication
services to Guard Kiosk. Building 13 will receive minor work. Buildings 14 interior
demolition, reconstruction of masonry wall, new roof and exterior painting. Buildings 15/18

interior demolition, removal of most ventilation fans, receives new metal wall panels and
receives roof coating. Replacement of 2 sets of dock equipment. Reuse of existing 480v-3 P-
1200A electrical service. Construction of utility room for new water services and installation
of sewer trunk for future tenant. Building 17 interior demolition, installation of exterior doors and
windows, construct office area with lavatories, tuckpointing, installation of metal wall panel system
and exterior painting. Roof deck repair and new roofs. Site work includes some cutting patching of
existing parking surfaces, pavement repairs, sealing, striping and fence work. Landscape beds,
plantings and irrigation.
B. Type of Contract:
The project will be constructed under a single prime contract. Utilization of subcontractors is
allowed and encouraged.
SALES TAX EXEMPT
Bidders are advised that, subject to the provisions of Section 144.062 RSMo, purchases of tangible
personal property and materials to be incorporated into or consumed in the construction of this
project are not subject to Missouri sales tax and may be made on a sales tax-exempt basis pursuant
to an Exemption Certificate issued by the Authority. LCRA will provide a tax-exempt certificate.
Said purchases may not be made until a Notice To Proceed is forthcoming from LCRA or their
authorized representative and a Tax-Exempt Certificate has been issued. LCRA will not be liable for
taxes on purchases made by a Contractor or Subcontractor who has not been issued a Tax-Exempt
Certificate.
TAX & LICENSE CLEARANCE
A. City Business License: LCRA will only contract with a Respondent that maintains a valid City of
St. Louis business license, if such a license is required to do business in the City.
B. Payment of City Taxes Required: LCRA will only contract with a Respondent that is current on
all payments due to the City of St. Louis Collector of Revenue. Respondents are expected to be
current on all payments and submission of all required reports. All personal property taxes must be
paid.
C. Authority to Investigate: By responding to this RFB, unless otherwise explicitly stated,
Respondent authorizes LCRA to verify Respondent’s compliance status with the Collector of
Revenue and License Collector.
You are strongly encouraged to contact the Collector of Revenue and the License Collector’s Offices
if you are not sure about your standing. Funding will not be approved if there are delinquencies with
either office. Below is the contact information for both offices.
