SIX CORNERS SUPPLEMENTAL ACTION PLAN

BID OPENING TUESDAY, MARCH 24, 2026, AT 11:00AM

ADVERTISEMENT

The City of East Providence is seeking a qualified transportation engineering firm with expertise in the U.S. Department of Transportation’s Safe Systems approach to develop a Supplemental Action Plan of the “Six Corners” intersection through the U.S. Department of Transportation’s Safe Streets for All grant program. As shown in the enclosed locus map, the Six Corners intersection is where Taunton Ave., Waterman Ave. and Broadway converge; the study area will also consist of the surrounding street network that leads into this intersection. The project will focus on enhancing safety for pedestrians, cyclists, drivers, and public transit users in this area.

The City’s Six Corners Supplemental Action Plan will generally consist of the following:

1.        Analysis of existing conditions including traffic patterns and counts, pedestrian and bicycle activity, transit ridership, accident history and infrastructure conditions.

2.        Recommended solutions:

Level 1 – Smaller Scale Recommendations: These include measures that can improve safety for all road users using the current road layout. These recommendations do not modify the basic intersection geometry but may include improvements such as redirecting vehicular traffic, enhancing or adding crosswalks and/or signage, and adding traffic calming measures.

Level 2 – Larger Scale Recommendations: These include larger scale modifications that could realign the roads that feed into the intersection. Recommendations may include solutions such as a roundabout(s), signalized intersection(s) and other larger scale solutions.

Recommended strategies will be comprehensive with identified timelines and estimated costs to address safety problems. The final plan will, at a minimum, adhere to the SS4A Self-Certification Eligibility Worksheet to ensure that the document be eligible for Implementation Grant funds.

One (1) original, two (2) copies and 1 Thumb Drive of the proposal shall be submitted in one (1) sealed envelope to East Providence City Hall, Controllers Office, Room 103, Attn: Jessica Lamprey, Procurement Specialist, 145 Taunton Ave., East Providence, RI 02914 no later than TUESDAY, MARCH 24, 2026, AT 11:00AM. The bids will be publicly opened and recorded on the same day at East Providence City Hall in Conference Room A. Bids received with a time of 11:01 AM or later will be rejected. The outside envelope needs to be marked RFQ EP25/26-05 SIX CORNERS SUPPLEMENTAL ACTION PLAN.

The City reserves the right to waive any informality in order to reject any or all bids if deemed to be in the best interest of the City.
