Subject: Amendment to Solicitation – Supply & Installation of Load Bank

The Embassy of the United States of America, Colombo, hereby issues this amendment to the solicitation for Supply & Installation of Load Banks.

Amendment to Requirement

The original solicitation requirement is hereby amended to revise the required quantity of load banks.

The revised requirement is:

One (1) Load Bank – 1000 kW, including supply and installation, in accordance with the applicable Statement of Work.

All references in the original solicitation and Statement of Work requiring more than one load bank shall be revised accordingly to reflect the requirement for one (1) 1000 kW Load Bank.

Revised Quotation Due Date

Offers Due: On or before September 21, 2026, at 10:00 a.m. Local Time (Sri Lanka).

Vendors shall submit their quotations by email to the address provided below on or before the revised due date and time.

Prices should be duty free and VAT exempt.

Payment Terms: Within 2–3 weeks upon satisfactory completion of services.

For bids valued at $30,000.00 or above, vendors must possess an active SAM registration.

The U.S. Government intends to award a contract to the responsible company submitting the lowest-priced, technically acceptable offer. The Government intends to award a contract/purchase order based on initial quotations without holding discussions, although discussions may be held with companies in the competitive range if there is a need to do so.

Except as specifically amended above, all other terms and conditions of the original solicitation remain unchanged.
