    The Department of Information Technology Services, partnering with Minnesota Pollution Control Agency (MPCA), intends to enter into an agreement with KISTERS North America, Inc., for up to three years. The agreement provides annual maintenance and support for the Water Information Systems by KISTERS (WISKI) data system software. MPCA relies on WISKI as its relational database and water data analytics platform. MPCA uses WISKI to assist with data collection from various sources, including the federal government, the Minnesota Department of Natural Resources, and Minnesota Department of Agriculture, as well as other data collected by the MPCA while out in the field. WISKI assists with managing the data, data validation and analysis, data reporting and collaboration, and for advanced development of water networks.

    Custom applications have been developed to implement WISKI and ensure that it ingrates with the various data systems mentioned above, making WISKI a system that is tightly integrated into the data systems and business workflows of the MPCA. Accordingly, the WISKI data system the only system that will meet the MPCA’s business needs. KISTERS North America, Inc., retains exclusive ownership rights and is solely responsible for providing the required maintenance, updates, and patches for WISKI. None of these services can be provided through a third-party vendor. For these reasons, the Department of Information Technology Services, partnering with the MPCA, has determined this to be a single source purchase.
