Description

The Education Computing Network (ECN), a consortium of seven post-secondary institutions, is issuing this Request for Proposal (RFP) to identify a qualified telecommunications provider capable of delivering Direct Routing as a Service (DRaaS) and/or Operator Connect solutions for integration with Microsoft 365 Tenants across its member institutions. The term of the awarded contract is for a three (3) year period, with the option to renew for an additional one (1) year, over two (2) consecutive years, up to a maximum of five (5) years.
Currently, ECN operates a multi-tenant, high-availability voice platform using a pair of self-hosted Session Border Controllers (SBCs) connected to a SIP trunking provider (260 max concurrent), delivering local provincial calling to its membership. As we plan to modernize and streamline our Teams voice infrastructure, we are seeking proposals that provide cloud-based, scalable, and resilient telephony services capable of meeting both current and future needs of the ECN membership.
Provider must be able to deliver PSTN services to all locations within New Brunswick and Prince Edward Island, supporting all local DID formats and exchanges.
