This synopsis is hereby issued in accordance with FAR Part 5.201. The purpose of this synopsis is to
announce the Department of the Navy, Naval Information Warfare Center, Pacific's (NIWC Pacific) intent to
award a firm fixed price purchase order on a sole source basis to NTS Technical Systems, LLC doing
business as Element U.S. Space & Defense (CAGE: 06105); (UEID: F7AQMN9MMQZ4); of 1536 East
Valencia Drive Fullerton, California 92831-4734 United States

The procurement is for the acquisition of technical, logistical, and engineering support necessary to
determine if various equipment can meet environmental qualification and electromagnetic environmental
effect standards including but not limited to cold and hot temperature shock, transportation shock and
radiation susceptibility.

The Government intends to negotiate solely with NTS Technical Systems, LLC. under the
authority of FAR 13.106-1(b), Only one source capable of meeting the Government's
requirement. FAR Part 13, Simplified Acquisition Procedures and FAR part 12 Acquisition of
Commercial Items, applies. The applicable NAICS Code is 541380, Testing Laboratories and Services, and
the business size standard is $19M.

This notice is not a request for competitive quotes; however, any responsible source believing that it can
fulfill the requirement may be considered by the Government. Interested parties may identify their
interest and capabilities in response to this synopsis, and must clearly show the firm's ability to be
responsive without compromising the quality, accuracy, and reliability of services provided. All responses
received by the deadline may be considered by the Government for the purpose of determining whether to
