This revision to the RFI updates the RFI Instructions attachment. The revision removes the reference to EDTASS.



The Policy, Planning, and Innovation Staff (PPI) within the Office of Postsecondary Education (OPE) performs studies, analyses, and research in support of the U.S. Department of Education’s (Department) mission, strategic goals, initiatives. This task order primarily supports PPI who regularly collaborates with other offices and staffs in the Department. Therefore, vendors supporting PPI may be asked to work on tasks that are within scope but delivered through their COR to other offices within the Department and potentially with those offices’ contractors.



OPE is seeking support from an external contractor to:




  • Analyze postsecondary data, including but not necessarily limited to, data about Institutions of Higher Education (IHEs), college students preparing to be teachers, teacher shortages, Federal Student Aid, and Accreditation.

  • Conduct production data work on existing processes and data transfer protocols.

  • Integrate data streams from discrete data systems and automate matching of these data, if not already done.

  • Produce cross-stream data analyses to perform first-ever research in the field.

  • Prepare reports for Congress, other external users, internal decision-makers, and others.

  • Publish data, findings, and reports in peer-reviewed and other public venues.
