The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.601(b)(1)(i)) with Duran Environmental Consulting, LLC., 1973 N. Patricia Ave., Boise, Idaho 83704-6405 for a service contract for Avian Data Support for the Department of Defense.
The DoD not only fully endorses the use of the Avian Knowledge Network (AKN) but is mandating its use DoD-wide with implications for all Military Services (Army, Navy, Air Force, Marine Corps, and National Guard) and over 300 military installations. The DoD AKN Program strives to create a strategic and coordinated approach to meeting DoD’s goals and objectives for their use and participation in the AKN partnership. The DoD AKN Program Management Plan outlines tools, tasks, and data initiatives in five broad categories for the next five years. Program and data support is required to meet the milestones outlined in the plan.
The EL requirement is to obtain non-personal service(s) to organize and maintain training of the AKN for the DoD personnel required to use the data for the purpose of tracking and making informed decisions related to species health, population status, population trends, specific stressors, and even conservation measures and actions on the species contained therein.
This acquisition is being conducted under FAR 13.601(b)(1)(i). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 813312 with a Small Business Size Standard of $19.5M. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar items. All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
