Comments/objections will be received as required per Section 31-7-13 (C) of the Mississippi Code until
8:00 a.m. (Central Time) on September 2, 2026.
Any person or entity that objects and proposes that the commodity listed is not sole source and can be
provided by another person or entity shall submit a written notice to:

Appropriate documentation shall also be submitted if applicable.
If after a review of the submitted notice and documents, USM determines that the commodity in the
proposed sole source request can be provided by another person or entity, then USM will withdraw the
sole source request publication from the procurement portal website and submit the procurement of
the commodity to an advertised competitive bid or selection process.
If USM determines after review that there is only one (1) source for the required commodity, then USM
will appeal to the Public Procurement Review Board. USM will have the burden of proving that the
commodity is only provided by one (1) source.

The University of Southern Mississippi anticipates purchasing the item(s) listed below as a sole
source purchase. Anyone objecting to this purchase shall follow the procedures outlined below.
1. Description of the commodity that USM is seeking to procure:
Ambient Hydrogen Auxiliary Dispenser (H35 Dispenser).
2. Explanation of why the commodity is the only one that meets the needs of the
agency:
The Ambient H35 Dispenser is an optional upgrade to the SimpleFuel(R) Fueling Appliance
and will allow USM and MPI to refuel an increased number of vehicles and equipment due
to the lower refueling pressure of 350 barg.
3. Explanation of why the source is the only source is the only person or entity that can
provide the required commodity:
The H35 Dispenser from pdc Machines is the only auxiliary 350 barg-dispenser that is
compatible with the SimpleFuel(R) Fueling Appliance. The H35 Dispenser is designed to
be integrated with the SimpleFuel(R) Appliance itself, which powers and controls both the
H70- and H35- Dispensers.
4. Explanation of why the amount to be expended for the commodity is reasonable:
The capital expense for the hydrogen dispensing unit rated to 350 barg (H35 Dispenser)
adhere to the strict engineering, safety, and regulatory obligations mandated for high-
pressure hydrogen service. Operating at approximately 5,000 psi, the unit must be designed
and fabricated in accordance with internationally recognized standards including SAE
J2601 and ISO 19880-1, requiring comprehensive third-party type approval, material
traceability documentation, and hydraulic proof testing at pressures significantly in excess

of the maximum allowable working pressure. All wetted components must demonstrate
full compatibility with high-pressure hydrogen service, addressing the well-documented
risks of hydrogen embrittlement, sustained load cracking, and permeation, necessitating
the selection and qualification of specialist alloys and elastomers across the entire pressure
boundary. Accordingly, the +$300,000 unit cost reflects the true and necessary expenditure
required to deploy hydrogen dispensing infrastructure that meets the highest standards of
technical integrity and personnel safety.
5. Efforts that the agency went through to obtain the best possible price for the
commodity:
No other dispensers are compatible with pdc Machines' SimpleFuel(R) Fueling Appliance.
