Summary

It is the intent of these specifications, terms, and conditions to obtain formal bids to establish a contract for the purchase and delivery of one (1), 2025 or newer class B camper van for the Inyo County Probation Department (ICPD).

The County intends to award a purchase to the Bidder selected whose response conforms to the RFP and meets the County’s requirements.



Background

In support of the Inyo County Probation Department’s commitment to Community, Pride, and Progress, Chief Probation Officer Jeffrey L. Thomson requested to add a mobile probation unit to ICPD operations. The following provides additional details regarding the purchase of the vehicle and the required specifications.

In rural, isolated counties such as Inyo County, meeting clients where they are can often be a challenge due to the large geographic area of Inyo County Probation Department’s jurisdiction. A mobile probation unit will make it easier and more efficient to meet with clients and the community where they are located. The mobile probation unit can be used in various ways. For example, it can be utilized for community outreach events and to meet with unhoused clients, which would remove barriers to support services. The mobile probation unit has become the new cutting-edge trend and best practice for probation departments to ultimately increase the chances for clients’ success. The addition of this vehicle is directly in line with Inyo County Probation Department’s goal of safer communities. This best practice provides responsive and innovative community engagement while providing effective support for victims and reentry populations. Specifically, this initiative addresses the County’s Strategic Plan Priority 1: THRIVING COMMUNITIES - Support Inyo County communities through infrastructure investments, effective service delivery, and thoughtful planning and Priority 3: HIGH QUALITY SERVICES - Deliver relevant and high-value County government services which are responsive to community needs and prioritize a thriving workplace for staff.
