The U.S. Customs and Border Protection (CBP), Special Operations Group (SOG), has awarded a sole-source contract to L3 Technologies, Inc. for the procurement of 100 Ground Panoramic Night Vision Goggles – Fused (GPNVG-F) These goggles are essential for enhancing operational effectiveness and situational awareness across CBP’s mission sets, including homeland security, counterterrorism, drug interdiction, and other law enforcement operations. This procurement was conducted under FAR 6.302-1 – Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This sole-source action is authorized under 41 U.S.C. 3304(a)(1) and implemented by FAR 6.302-1. L3 Technologies, Inc. is the only vendor capable of meeting the Government’s requirements for this highly specialized equipment.

  Based on market research and the approved Justification for Other Than Full and Open Competition (JOFOC), L3 Technologies, Inc. is the only vendor capable of providing the Ground Panoramic Night Vision Goggles – Fused (GPNVG-F) that meet the following critical requirements:

• Integrated thermal fusion overlay.


• High resolution, rugged, and element-resistant design.


• White phosphorus tubes with a minimum FOM rating of 2376.
