Details
The San Francisco Municipal Transportation Agency (SFMTA) is issuing this Request for Proposals (RFP) to obtain proposals from qualified consultants (Proposers) to provide professional joint-development program services on an as-needed basis. The selected Consultant must be able to provide a broad range of joint development program services, either by direct assignment of its own personnel or through Subconsultants, including, but not limited to, architecture, development, planning, public outreach and engagement, cost estimating, and real estate finance.
The SFMTA expects to award a contract to the Proposer that meets the Minimum Qualifications (Section III) of this RFP whose proposal receives the highest-ranking score and complies with SBE/DBE requirements. Responsive Proposals will be evaluated by a Selection Panel consisting of one or more parties with expertise related to the services being procured through this RFP. The Selection Panel may include staff from various City departments. Proposals will be evaluated based on the criteria outlined in the RFP. Proposers will be ranked starting with the Proposer receiving the highest score, then continuing with the Proposer receiving the second highest score, and so on.
The contract will be awarded for a total not-to-exceed amount of $2,500,000 and a term of five years. The SFMTA intends to order services covered by the awarded contract through the issuance of individual Task Orders which shall be released against the awarded contract during the contract term.
The SFMTA encourages all prospective Proposers and Subconsultants to attend a virtual Pre-Proposal Conference via Microsoft Teams on Wednesday, December 18, 2024, at 10:30 AM. Proposers may register for the Pre-Proposal Conference following the instructions in Section I.F of the RFP.
The RFP document may be requested by emailing Tiffany Dea (Contract Administrator) at Tiffany.Dea@sfmta.com. Questions regarding the RFP must be addressed to the Contract Administrator no later than 5:00 PM on January 15, 2025.
If you are interested in submitting a proposal, please follow the submission instructions provided in the RFP document. Proposals will not be accepted through the City and County of San Francisco's Supplier Portal website. Late submissions will not be accepted.
The Contract Compliance Office has established a 20% SBE participation goal and a 5% Women-Owned DBE participation goal for this contract as discussed in Section X.S of the RFP.
This work performed under the Contract will be funded in part by grants from the United States federal government, including, but not limited to, grants from the United States Department of Transportation and the Federal Transit Administration. In accordance with those grants, this RFP, the Agreement, and task orders issued under the Agreement are subject to and incorporate federal contract requirements and forms. Proposers are required to meet the federal contract requirements set out in Appendix B of the RFP, and any additional federal contract requirements included in specific task orders.
