Description:

The intent of this Invitation for Bid (IFB) is for the County of Loudoun, Virginia (County) to obtain the services of two (2) qualified contractors to be readily available to provide quality Underground Stormwater Management Facilities Maintenance and Repair Services at County maintained facilities and non-County maintained facilities throughout the entirety of Loudoun County. Specific jobs are not outlined or described herein. During the Contract period, the successful Contractors shall be available and able to perform the required maintenance and repairs on the different types and styles of underground stormwater management facility systems located within the County. The Contractors should have a flexible organization capable of performing full scope of work on multiple facilities yearly based on results of annual inspections, as well as, have the capability to provided quick responses for emergency maintenance and repairs when deemed necessary. The two (2) qualified Contractors selected shall have the capability to provide the full scope of services identified in this IFB. The Contracts will have a one (1) year base term with up to five (5) additional one (1) year renewal periods.

The Contracts resulting from this IFB will generally be utilized to accomplish annual underground stormwater management facility maintenance and repairs, Projects with a typical Task Order value within the range of $50,000-$250,000. However, Task Orders for emergency services are possible. Task Orders are not expected to exceed $1,000,000 for the term of the contract. The work under this contract is anticipated to include, but not be limited to, cleaning, preventive maintenance, repair, retrofit, replacement, reconstruction, landscaping, removal of vegetation, and removal of possible hazardous debris (oil, grease etc.). The Contractors shall be responsible to provide all materials, parts, labor, equipment, supervision, management, coordination and any other items or services necessary to complete task order of work in accordance with all applicable federal, state, and local ordinances and specifications.

For the purposes of these Contracts, a Loudoun County “Purchase Order” is described as a “Task Order.” The County makes no additional guarantee as to amount of Work each contractor will be awarded under the contracts resulting from this IFB.

Pre-Proposal Conference:

A Pre-Proposal Conference will be held virtually using Microsoft Teams on November 21, 2024, at 1:00 p.m.
