SECTION 00 100 – NOTICE TO BIDDERS
Notice is hereby given that the City of Vermillion, South Dakota will receive, publicly open and read bids and proposals at City Hall located at 25 Center Street on the 13th day of May 2026, at 2:00 p.m. The bids will be acted upon by the City Council at City Hall located at 25 Center Street on the 18th day of May 2026, at 6:00 p.m. The materials and services required are as follows:
VERMILLION LANDFILL CELL 7 CONSTRUCTION & CELL 3-5 PARTIAL CLOSURE
The project consists of construction of new landfill Cell 7 and partial final cover placement over the northern slopes of Cells 3-5. Work for this shall consist of, but not be limited to, furnishing all supervision, labor, tools, equipment, transportation, storage facilities, services, and supplies required to complete the following:
Mobilization, clearing and grubbing, mass soil excavation and stockpiling, subgrade preparation, placement of soil liner material, placement of granular drainage materials and geotextiles, placement of protective cover soil, placement of leachate collection system, placement of final cover system on the northern slope of Cells 3-5, construction of stormwater channels, construction of access road, and any other work detailed in the project drawings and project manual.
Copies of the drawings and specifications are available for review at the office of the City Engineer, 25 Center Street, Vermillion, South Dakota, 57069. Half-size drawings and specifications will also be available free of charge. Non-South Dakota bidders shall pay for shipping of the documents. Contract documents will be shipped to South Dakota bidders free of charge.
A pre-bid meeting will be held at the Vermillion Landfill on April 27th, 2026, at 2:00 p.m. local time. The Vermillion Landfill address is: 31426 Bluff Rd, Vermillion, SD 57069.

Bid security is required according to state law and the bid specifications.
Bidders on this work will be required to comply with the President’s Executive Orders Nos. 11246 as amended, 11518, and 11635 as amended . The requirements for bidders and contractors under these orders are explained in the specifications.
Bidders on this work will be required to comply with Title 40 CFR 33 and Executive order 12138. The requirements for bidders and contractors under this regulation which concerns the utilization of Disadvantaged/Minority Business Enterprises (DBE/MBE) and Women’s Business Enterprises (WBE) are explained in the specifications. The DBE/MBE and WBE goals for participation in this contract in terms of percentage of contract value are as follows: DBE/MBE 1.5 percent; WBE 2.4 percent.
Davis Bacon and Related Acts wages apply to this project. All provisions relative to those acts must be met.
Bidders on this work will be require to comply with the American Iron and Steel provisions. All provisions must be met.
Bidders on this work will be required to assure compliance with the requirements of Public Law 115-232, Section 889, Prohibition on Certain Telecommunications and Video Surveillance Services or Equipment.
The City of Vermillion reserves the right to reject any or all bids and to waive any irregularities therein.
