1. General Information
1.1. Introduction
The purpose of this document is to provide interested parties with information to enable them to prepare
and submit a proposal for Unarmed Security Guard Services for single point of access at the Portage County
Courthouse.
The County of Portage as represented by the Purchasing Department intends to use the results of this
Request for Proposal (RFP) to award a contract for the above listed project. The contract administrator will
be determined at the time of the contract award. Retain a copy of these proposal documents for your files.
Should you receive an award, these documents become your contract terms and conditions.
Contract Execution: Portage County utilizes a web based electronic signature program (DocuSign) for the
execution of contracts that do not require notarization. By submitting your proposal you are agreeing to the use
of this program to sign documents should you receive an award. There is no cost to the proposer associated with
this process.
1.2. Definitions
The following definitions are used throughout the RFP:
Contractor means proposer awarded the contract.
County means the County of Portage Wisconsin.
Proposer/Vendor/Bidder means a company or individual submitting a proposal in response to this RFP.
Purchasing means the County of Portage Purchasing Department.
RFP means Request for Proposal.
State means the State of Wisconsin.
VendorNet means the State of Wisconsin’s electronic purchasing information system.
Single point access means a designated point of contact for entry and exit with screening capabilities,
handheld and x-ray technology.
Guard services or Guard means unarmed guard or unarmed security guard.
Sheriff Office Supervisor means designated supervisor from the Sheriff Department who is actively on duty
within the Courthouse premises during the official hours of operation.
1.3. Scope
1.3.1. Project Description
Portage County (“County”) is requesting proposals for unarmed security guard services. Awarded
Contractor shall provide all labor and training for a complete security guard services to Portage
County Courthouse for a single point of access entry and exits. The County will have Sheriff Deputy
Staff on site to guide the general checkpoints including all areas of service provided by Proposer. On-
site Deputies will be a point of contact for providing any additional direction.
1.3.2.
Objective/Needs
Portage County requires a qualified contractor to provide unarmed security guard services to a
single point of access at the Portage County Courthouse between the hours of 7am to 5:00pm,
Monday thru Friday on a weekly basis.
The typical day will begin the shift at 7am start time to check in employees, witness’s and people for
early court trials and proceedings. The guard will work at the stationed single point of access
throughout the day with minor adjustments to their position. Portage County will allow one fifteen-

minute break in the morning shift and one in the afternoon shift. The shift will promptly end at 5 pm
with Portage County staff performing routine close out.
Contract security personnel(s) will provide a variety of services, implementing security according to
policies and procedures of Portage County which may include but is not limited to the following
general tasks: entry and egress access, visitor and employee identification verification, incident, and
daily operating reports, respond as necessary to support other life safety duties. Scanning badges,
direct traffic and manage crowds. Screening and scanning for weapons with metal detector and x-
ray machine. Support on duty Sheriff County Deputy as necessary.
1.3.3.
Current Operations
Portage County Courthouse is a part of the County Building projects and is in the early stages of
design development for an updated building with a single point of access. The Courthouse building
has started preliminary architect drawings and designs. Information regarding Courthouse building

Historically the building has housed both County Employees and City Employees. Portage County
continues to plan, design, and restructure the Courthouse. Through development the city will be
moving out of the Courthouse. A date is yet to be determined. Our current operations have security
on second floor implemented in 2010. Screening is done with County bailiff currently with no other

Ordinance and Regulations will be updated with new security policies and procedures prior to
implementing the new single point of access.
1.3.4.
Clarifications and/or Revisions to this RFP
Portage County Purchasing is the sole point of contact for the County during the selection process.
Contact with anyone else involved with this process without the prior authorization of Purchasing
may result in the disqualification of your proposal. Proposers are expected to raise any questions,
noted errors, discrepancies, ambiguities, exceptions, additions or deficiencies they have concerning
this proposal in writing through email by 2PM on 01/26/2026, to: PaYeng Baldemor, Purchasing,

If a proposer discovers any significant ambiguity, error, conflict, discrepancy, omission, or other
deficiency in this proposal after the above date, they shall immediately notify the above named
individual of such error and request modification or clarification of the proposal document before
the proposal opening date.
If the proposer fails to notify the County prior to the proposal due date of any condition stated
above that reasonably should have been known to the proposer, and if a contract is awarded to that
proposer, the proposer shall not be entitled to additional compensation or time by reason of the
error or its correction.
Revisions to this request for proposal or answers to questions will be made only by an official
written addendum issued by Purchasing. Addenda will be posted on VendorNet and on the Portage
County Website. Proposers are responsible for checking these websites for any addenda before
submitting a proposal. Failure to acknowledge addenda may disqualify your proposal.
