Proposals are requested and will be received by the Information Technology Department, 24 North
Amherst Road, Bedford, New Hampshire 03110 by 12:00 PM EDT on Friday, October 2, 2026 for the
furnishing of the following to the Town of Bedford, New Hampshire ("the Town"):
* HPE Servers
* HPE MSA Storage Arrays
Copies of the Request for Quotation may be obtained online at www.bedfordnh.org/bids.aspx
or from the IT Department office between the hours of 8:00 am and 4:30 pm ET.
Bids will be opened at 1:00 PM EDT on October 2, 2026. Any questions concerning this RFP shall be
directed to IT Systems Manager for the Town of Bedford Paul Connolly in writing.

1 GENERAL TERMS AND CONDITIONS
SUBMISSION OF PROPOSAL: All bids must be delivered to the Finance Office at 24 North Amherst Road,
Bedford, NH 03110 by the specified deadline. Bids arriving after the specified time will not be accepted.
Mailed bids, which are delivered after the specified hour, will not be accepted regardless of post marked
time on the envelope. All formal bids shall be submitted in a sealed envelope carrying the following
information: bidder's name, address, subject matter of proposal and designated date and time of bid
opening. Bids transmitted by facsimile or other electronic means will not be accepted. Sealed bids will
be opened in public at the time and place shown herein. Bid results will not be available until after
award of contract, contingent upon approval by the Town.
ERRORS IN BID: Bidders are cautioned to verify their bids before submission. Negligence on the part of
the bidder in preparing the bid confers no right for withdrawal or modification of the bid after it has
been opened. In case of error in the extension of prices in the bid, the unit prices will govern.
RESERVED RIGHTS: The Town reserves the right at any time to waive any immaterial defect in any bid.
The Town may seek clarification from any bidder at any time and failure to respond promptly is cause
for rejection. The Town retains the right to have a demonstration of any or no vendor's products before
making a preliminary or final award. The issuance of this request and or acceptance of any bid shall not
bind the Town to any purchase or acquisition pending approval of the Director of Finance and Town
manager.
INCURRED COSTS: The Town will not be liable for any costs incurred by bidders in replying to this
Invitation for Bids.
AWARD: It is the intent of the Town to award a contract to the bidder(s) who provides the best overall
value to us. Award will be based on the following factors (where applicable): (a) adherence to all
conditions and requirements of the bid specifications; (b) product capabilities, including the ability to
meet future, unforeseen needs, (c) price; (d) qualifications of the bidder, including past performance,
general reputation, experience, service capabilities, and facilities; (e) capability of the vendor to deliver
the services contemplated; and (f) product usability.
INTERPRETATION OR CORRECTION OF RFP DOCUMENTS: Bidder shall promptly notify the Town of any
ambiguity, inconsistency or error that they may discover upon examination of the bidding documents.
Changes will be submitted in an addenda (if necessary). This shall be issued no later than September 25,
2026 and posted on Bedford's website (www.bedfordnh.gov/bids.aspx) under open Bids RFP 20261002
- servers and storage. Each bidder shall acknowledge when submitting a bid that all addenda have been
received and acknowledged.

The Town of Bedford is soliciting pricing for four (4) rack-mounted virtualization servers. Servers shall be
compatible with VMware vSphere/ESXi 8.x and ESXi 9.x. Bidders shall verify the proposed server
configuration against the applicable Broadcom VMware Compatibility Guide and HPE compatibility
documentation and shall identify any component that is not supported or certified for either version.
Servers will arrive fully assembled and Bedford IT will rack and install the operating system.

HPE MSA 2070 SAN
The Town of Bedford is soliciting pricing for two (2) rack mounted MSA ISCSI storage devices. SANs will
arrive fully assembled and Bedford IT will rack and configure the arrays. The Town will configure RAID and
storage pools. Vendor shall provide all drives, controllers, licenses and components required to support
the requested configuration. Bidders will qualify all selected part numbers for completeness of a fully
redundant dual-controller storage area network and no single point of failure in the storage path. Bidders
will confirm that the configuration includes hardware support, controller support, drive support,
Advanced Data Services licensing, any required software/firmware support. All licenses shall be perpetual
unless otherwise explicitly identified in the bid. Any required subscription or recurring license shall be
separately identified, including renewal term and annual cost.

DAC cable/Transceivers and fiber cables
Bidder shall provide all DAC cables, SFP/SFP+ transceivers, fiber patch cables, and associated connectivity
required to provide complete 10 Gb connections between the specified servers, MSA 2070 arrays, Cisco
Nexus 3500 C3548P-10Gx switches, and Aruba 8360 v2 switches. All quoted connectivity shall be
compatible with the equipment at both ends of each connection.
For all DAC cables, transceivers, and fiber assemblies, bidders shall provide manufacturer and part number
for the item and identify the equipment for which the item is certified or supported.
The Town of Bedford prefers direct-attach copper (DAC) cabling where supported and compatible. Where
DAC is not supported or certified for the specified equipment, the bidder shall provide compatible SFP+
transceivers and OM3 or OM4 multimode fiber.
Provide the correct wiring/DAC/Transceivers and fiber to plug 1 server (4 SFP ports) and 1 SAN (8 SFP
ports) into a Cisco Nexus 3500 C3548P-10Gx switch.
Provide the correct wiring/DAC or Transceiver and fiber to plug 3 servers (12 SFP ports) and 1 SAN (8 SFP
ports) into Aruba 8360 v2 switch.

Requirements
* Respondents must be authorized HPE resellers
* Substitutions to any items listed on the Bill of Materials are not allowed without prior written
consent from the Town's IT Manager
* Pricing and bid terms must remain firm and guaranteed through 11:59pm November 16, 2026
* Pricing must include shipping costs to 24 North Amherst Rd. Bedford, NH 03110
* All components must be integrated into their respective chassis
* All 4 servers will be configured identically
* All 2 SANS will be configured identically
* All equipment shall be new and supported by the manufacturer
* Servers shall be supported for VMware vSphere/ESXi 8.x and VMware vSphere/ESXi 9.x, as applicable
to the hardware configuration. Bidders shall verify the proposed configuration against the applicable
Broadcom VMware Compatibility Guide and HPE compatibility documentation and identify any
component that is not supported or certified.
* Any item that is not covered for hardware support for at least 5 years must be noted.
* Any required component to make these servers and sans function that is not listed must be noted.

Bid responses and compliance table
Each bidder shall complete and submit the Bid Compliance Table included in this Request for Quotation
as part of its proposal.
For each requirement, the bidder shall:
1. Indicate "COMPLY" or "DO NOT COMPLY" in the Compliance column.
2. Provide the manufacturer part number of the item being proposed.
3. Provide a brief explanation of any exception, deviation, or qualification from the stated
requirement.
4. Identify any required component, license, software, service, cable, transceiver, or other item
necessary to meet the requirement that is not specifically listed in the Bill of Materials.
A response of "COMPLY" means that the bidder's proposed equipment or service meets the
requirement as specified, without substitution or deviation.
The bidder shall not leave any compliance item blank. If a requirement does not apply, the bidder shall
enter "N/A" and provide an explanation.
Failure to complete and return the Bid Compliance Table may be considered a non-responsive bid.
Any exception, deviation, substitution, or qualification identified by the bidder shall be clearly stated in
the Bid Compliance Table. Failure to identify an exception or deviation shall be deemed confirmation
that the bidder's proposed equipment fully complies with the requirement.
The Bid Compliance Table is intended to assist the Town in evaluating bids and does not relieve the
bidder of responsibility for reviewing the complete Request for Quotation and providing a complete,
functional, and supported solution.
