As requested by the Collier County Real Property Section Division (hereinafter, the “Section”), the Collier County Board of County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Invitation to Negotiate (hereinafter, “ITN”) with the intent of obtaining proposals from interested and qualified Offerors (hereinafter, “Offerors”) in accordance with the terms, conditions and specifications stated or attached. The County intends to award a lease agreement to the Offeror offering the best proposal that meets operational and economic objectives and is aligned with the Specifications or Scope of Work provided.
The purpose of this Invitation to Negotiate (ITN) is to solicit proposals from a qualified Offeror to lease County-owned property within the Orange Tree Planned Unit Development (PUD), established by Ordinance No. 05-42, as amended, in areas designated for Public Facilities and Community Use (and Public Utilities for critical infrastructure communications). The selected Offeror will design, construct, operate, and maintain a cell tower that does not interfere with existing County operations while reserving space on the tower for County communications.
The County seeks a lessee capable of maximizing coverage while ensuring compliance with regulatory requirements. Issuance of this ITN does not obligate the County to enter into a lease agreement, and the County reserves the right to reject any or all proposals. Proposal preparation and submission costs are the proposer’s responsibility. The selected Offeror would not be able to utilize the property as collateral for a mortgage to finance the development of the cell tower or for any other purpose.
The County-owned property within the Orange Tree PUD's Public Facilities and Community Use areas is 302 acres in northeastern Collier County, Florida. Collier County Big Corkscrew Island Regional Park is located within the Community Use area, and Orange Tree Wastewater Treatment Plant is located in the Public Facilities area North East Service Area (NESA) regional utility plants (current, under design, and planned). A cell tower is needed to meet the community’s critical and growing demand for better cell service.
