Description

TEM 14 Industry-Government Strategic Engagement Sessions

Request for Information (RFI)

Purpose: Assess industry interest in having strategic industry-government sessions at Technical Exchange Meeting (TEM) 14 in Grapevine, TX. Industry is invited to present to a wide government audience on strategic topics of interest. Due to timing, there are only a few slots available. Responses to this RFI will be considered and the highest value strategic engagements will be selected for direct engagement sessions with an audience of Army government leadership. These strategic sessions are distinct and separate from the 1-on-1 engagements that Army project management (PM) offices may schedule during TEM 14, which will be addressed in a separate RFI.

Background: Key themes for Army modernization and innovation include agile and adaptative command and control, unit led network experimentation, transformation in contact, increased tactical mobility and survivability, next generation command and control, modular, mobile command posts, intuitive common operational picture and network operations tools, and service based multi-band, multi-waveform satellite and radio capabilities. Many of these themes have carried forward from previous TEMs. The government is interested in gaining industry feedback on these topics, learning about ongoing industry innovation, solutions and capabilities in these areas, and candid, strategic discussion with selected industry partners on how best to achieve the Army goals. As such, in response to this RFI, industry partners will be selected for strategic engagement sessions held onsite with Army leadership during the day prior to TEM 14. Please note that this RFI is for informational purposes only, and no contract will be awarded as a result.

Date and Time: Strategic engagement sessions are being offered in 30-minute blocks from approx. 1300-1700 central standard time on 28 May 2025.

Where: Strategic engagement sessions will be held in conjunction with TEM 14 in Grapevine, TX. For the industry partners selected in response to this RFI, the government will coordinate a specific location at the TEM event and a specific timeslot for the selected industry partner within the available date and time block above. Each industry partner will be notified of their selection or non-selection in advance of the TEM 14 event.

Who: Any interested industry partner can submit a response to this RFI to be considered for a strategic session. Strategic sessions will include Army leadership from the Army Futures Command Command and Control Cross Functional Team (C2 CFT), and Program Executive Office Command, Control, Communications, and Network (PEO C3N). Also, Army project/product managers and technical experts may also attend based on the discussion topic proposed. Expect a total audience of 50-60 government attendees.

What: Industry may propose any relevant topic based on the themes and background information provided above. Demos of particular capabilities are not required, but may be proposed if the industry partner wishes. Sample topics for industry partners to present may include:

  • Technology roadmaps (3 years, 5 years, 10 years)

  • Acquisition strategy lessons learned and best practices from the Army as well as other customers (contract mechanisms, incentives, evaluation criteria, etc.)

  • Technology discriminators across your portfolio and or across the industry

These topics are not prescriptive and industry partners are free to brief, discuss, and/or demonstrate what you see fit.

How: Strategic engagement sessions will be conducted in person to allow for candid, open discussion. Virtual collaboration capabilities (such as Teams) will not be available. However, Wi-Fi access will be provided should the industry partner want to share web-based capabilities and information.

RFI Questions

1. The theme for TEM 14 is “Delivering Warfighters the Tools for Decision Dominance.” Army presentations will be focused on Next Generation Command and Control; multinational efforts, standards, and data architecture; radio strategy updates; and more. Based on the TEM 14 theme and other Army modernization priorities, what topics would you like to propose/recommend for discussion?

2. Are there specific process improvements and/or efficiencies you would propose in requirements, acquisition, resourcing, and/or contracting?

3. What incentivizes you to deliver technology innovation?

4. What questions do you have about the Unified Network Plan, the Army’s experimentation strategy, or other Army imperatives that would better allow your participation?

In response to the RFI questions above, interested industry partners are requested to submit no more than two pages of materials for consideration of their topic. Also, to assist in evaluation responses, please make sure each submission includes:

  • Point of contact (POC) information (name, phone number, email address)

  • Company name (or multiple company names if you want a multi-partner meeting)

  • Corporate address (for POC)

  • CAGE Code(s)

  • NAICS Code(s)

  • Preferred timeslot and/or time limitations

  • Synopsis of Proposed Topic

  • Answers to RFIs above

  • Any additional information
