The purpose of this Request for Proposals (RFP) is to solicit competitive sealed proposals for a Contract for the management of operations and maintenance of VOTRAN, Volusia County Government’s public transportation system. The County Council of Volusia County serves as the Transportation Authority and is responsible for oversight of the public transportation system known as VOTRAN.
Established in 1975, VOTRAN serves Volusia County with both fixed route and demand responsive services on both the east and west sides of the county. All functions necessary to operate VOTRAN shall be provided by the Contractor’s management team. The Transit Services Division provides direct oversight and support to the contract manager. The Contract Manager reports directly to the Transit Services Division Director.
The awarded Contractor shall employ all current Transit Management of Volusia County personnel that are in good standing. The Contractor shall consider current salaries, wages and benefits, serve as the successor to the labor agreement, and manage VOTRAN employees not covered by the labor agreement.
Volusia County is located on central Florida’s east coast. It has a total area of 1,432 square miles of which approximately 1,101 square miles 77% is land. Within the service areas there are seventeen (17) municipalities. According to 2015 American Community Survey (ACS) Population estimates, Volusia County’s population in 2015 was 507,531, increasing 2.6% since the 2010 U.S. Census. Volusia County is ranked eleventh (11 th ) in terms of the most populated counties in Florida. There are about two thousand three hundred (2,300) bus stops within the incorporated area and another two hundred (200) in the unincorporated area.
New Smyrna Beach Flex is a flexible transit service with scheduled time points provided in the New Smyrna Beach area. These three flex routes are 42, 43, and 44. The connections to fixed routes are 40 and 41.
COUNTY is a member of the SunRail transit system. The south station is the DeBary station. The north station is located in DeLand. These commuter rail services are provided by separate contracts and are not part of this RFP except for the bus transit and related services operated by VOTRAN.
