This project will replace the existing Medium Intensity Runway Lights (MIRL) along Runway 4-22 and install Medium Intensity Taxiway Lights (MIRL) along the single connector taxiway to Runway 4-22 with all new FAA specification LED MIRLs and MITLs. The project scope includes replacing the existing rotating airport beacon and pole with a new FAA approved LED rotating airport beacon and pole; replacing the primary wind cone and two supplemental wind cones with a new FAA-approved windcones and; replacing the existing airfield lighting control system equipment and vault trans-closure with new airfield lighting control equipment to be housed inside a new electric vault building.

Bids must be accompanied by a Bid guarantee in the form of a Bid bond or certified check in the amount of not less than five (5) percent of the total amount Bid. A Contract Performance Bond and a Contract Payment Bond each equal to 100 percent of the Contract price will be required for the successful Bidder.

No Bid may be withdrawn for a period of 60 calendar days after the date of receiving bids.

This Project is anticipated to be funded in part by the Federal Aviation Administration (FAA). Accordingly, any Contract awarded under this Invitation for Bids will be subject to the applicable federal regulations in effect at the time of the underlying grant award, which include all requirements set out in the Bidding and Contract Documents which incorporate Federal Contract Provisions that include but are not limited to the Buy American Preference, Civil Rights Title VI Assurances, Disadvantaged Business Enterprise Participation, Foreign Trade Restrictions, Davis-Bacon Requirements, Governmentwide Debarment and Suspension Disclosure, Disclosure of Lobbying, and Procurement of Recovered Materials.

The Owner, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, all businesses will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin, creed, sex, age, or disability in consideration for an award.

This Project is subject to the Build America, Buy America Act (BABA). Bidders must certify that all construction materials are manufactured in the U.S.

The successful Bidder shall commence Work with adequate force and equipment on a date to be specified in a written order of the Owner and shall complete Work within the time prescribed in the Contract Documents.

The Owner reserves the right to reject any or all Bids, to waive informalities, and to re-advertise.
