Military Sealift Command Norfolk has a requirement for the USNS MILLINOCKET (T-EPF 3) for a Deactivation Availability on/about 2 May 2025 for 60 days. The place of performance will be at a Contractor’s facility located on the West Coast (California, Oregon, Washington).
While the finalized list of work items is still under development, a list of the notional work package items is attached. The contractor will tow the vessel from Everett, Washington to their facility and then to MARAD designated location.
Please provide a response demonstrating your firm’s experience in performing similar work. This procurement will be solicited under NAICS Code 336611, Ship Building and Repair, which has a size standard of 1,300 employees. Indicate if your company is a large or small business, and if a small business, indicate if you fall within any of the further classifications (HUBZone, SDVOSB, WOSB, etc.)
Please provide your response to this sources sought notice by 10:00 a.m, Norfolk, VA time on November 20, 2025. Submissions may be made by e-mail to david.j.luca.civ@us.navy.mil. Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government as to the extent of shipyards available for this procurement. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice.
