Overview
Summary
Reducing energy use and utilizing clean, renewable power are top priorities for the City of Thousand Oaks ("City"). Transportation and Buildings are the City's primary contributors to climate-warming greenhouse gas (GHG) emissions in California. In June 2018, the City Council adopted a Sustainability Plan for Municipal Operations (SPMO), which established the foundation for efficient, environmentally friendly, fiscally responsible, and sustainably-minded City operations. The City's first-ever Climate and Environmental Action Plan (CEAP) was subsequently adopted in May 2024.
The City is planning to design and construct several electric vehicle infrastructure projects, energy storage infrastructure projects, and solar power infrastructure projects to meet the goals of the SPMO and CEAP. The Public Works Department is seeking professional engineering services from a qualified and experienced engineering consulting firm to serve as a project and program manager (on an as-needed basis) to advance the City’s electric vehicle, energy storage and solar power Capital Improvement projects. The City intends to award a 3-year program management contract, with a total not-to-exceed amount of $750,000 payable at the Consultant's hourly rates. The contract may be amended for one additional 2-year term.
To avoid any possible conflicts of interest, the Consultant that is awarded this contract shall be precluded from participating in future RFPQs for the listed projects to be managed under this contract for the duration of this agreement.
Background

The City of Thousand Oaks ("City") is located in eastern Ventura County and consists of 56 square miles. The City population is approximately 127,000. The City is a general law city operating under the Council/Manager form of government. The City Council is comprised of five elected members, with one member serving as Mayor on an annual basis. On July 18, 202 3 , the City Council adopted an ordinance which will move the City to district-based elections starting in November 2024.
