*Update: (10/1/2025) - In light of the Government shutdown, the site visit scheduled for 6 October is postponed. The site visit will be re-scheduled after the shutdown ends. Additionally, the solicitation is being tentatively extended to 31 October 2025. The Government reserves the right to reduce this timeline after the shutdown has ended. The solicitation will close no earlier than 14 October 2025.
*Amendment 01 (9/25/2025) - The Government will offer a site visit scheduled tentatively for the 6th of October at 9:30 am. Details to be provided at a later date. In order to attend this site visit you must submit a base access form as attached (Attachment 6 - Official Short Term Request), limited to two (2) personnel per contractor/vendor. The base access form must be submitted no later than 12pm, October 1st to Darrell Gonzalez-McFadden at darrell.gonzalez_mcfadden.5@us.af.mil. The RFI questions and Government responses will be published after the site visit.The solicitation deadline will be extended to 4:30 pm October 14th. Please note that the combined synopsis/solicitation has been updated as of 25 September 2025 to change the solicitation due date and incorporate additional clauses. Changes are in red text.
*Update 9/22/2025 - An amended solicitation with the RFI questions and Government responses is forthcoming. The solicitation deadline will be extended with the amendment and RFI responses.

Description: The 316 Civil Engineers Squadron requires municipal solid waste collection and recycling services at Joint-Base Andrews (JBA), Brandywine, and Davidsonville Communication Sites. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision and services necessary to perform all non-hazardous integrated solid waste, recycling collection, and disposal services, recycling yard operation, and management. Performance shall be in accordance with all applicable laws, standards, instructions, executive orders, commercial practices and requirements contained in the Performance Work Statement (PWS) See Attachment 1 for more information on job specifications.

Quotes in response to this solicitation must be submitted via email to the POC and Contracting Officer listed above no later than the established deadline. Questions and Requests for Information (RFIs) are due by 12 September 2025 at 04:30PM EST. Quoters must utilize Attachment 5: RFI Worksheet when submitting questions and should be emailed to alexis.huggins@us.af.mil and darrell.gonzalez_mcfadden.5@us.af.mil
