Composite Access Products Manhole Covers

Project Description: Hillsborough County intends to procure Composite Access Products (CAP) Cao One A-1BK24S4-H01H01SS-H1 manhole covers as they are the only known rings and lids with the following specifications and operational requirements:
Material and Construction Requirements: Built using a compression-molded thermoset composite matrix, making it lightweight yet highly durable.
Traffic Rating: Fully compliant with American Association of State Highway and Transportation Officials (AASHTO) M306 H20/H25 proof load standards.
Environmental Sealing and Watertight Performance Requirements: Formulated to be 100% watertight (0.0 GPM infiltration) to mitigate water inflow into wastewater collections.
Hardware: Relies on 1/2"-13 UNC 316 Stainless Steel Socket Head Cap Screw (SHCS) fasteners to prevent seizing and rust.
Detection: Embedded with design features allowing it to remain fully detectable by standard metal detectors once paved over or buried.
Riser Ring: A HALO riser ring (Patent# US 11,525,235) or equivalent system for ease of installation, maintenance, and interchangeability.
This notice of intent is not a request for competitive proposals/bids.
Contractors who are able and interested in providing all the identified parts must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Special notice and must be submitted using the “submission” section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date.
The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
