The Contractor shall furnish all services, facilities, labor, parts, materials, equipment, tools and data (other than Government Furnished Property), necessary to accomplish the inspection and overhaul of the following assets:

ESTIMATED QUANTITY RANGE: Minimum 12 each – Maximum 408 each
(Maximum includes a Foreign Military Sales (FMS) Quantity of 68 each)
The proposed contractual action will be a Five (5) year, Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) overhaul contract, with minimum / maximum quantities listed above. The maximum quantity includes a quantity for FMS. Although technical data to include a Depot Maintenance Work Requirement (DMWR) 1-2840-265&P is available for this effort, it is restricted to approved sources only. The T-55 Engine, Aircraft, Turbine is a Critical Safety Item (CSI) and must only be overhauled by approved sources. Authority cited is 10 U.S.C. 3204(a) (1) and FAR 6.302-1(a)(2). Only one or a limited number of responsible sources and no other supplies or services will satisfy this agency’s requirement. The only approved sources are Honeywell International, Inc. (CAGE 99193) and Columbia Helicopters, Inc. (CAGE 7W206).
Contractors are encouraged to seek Source Approval Request (SAR) in order to become an approved source by submitting documentation in accordance with the Competition Advocate's Shopping List procedures at:
http://www.avmc.army.mil/Directorates/SRD/SAR.
Award of this requirement will not be withheld pending SARs. All responsible sources may submit an offer which shall be considered by the Agency. Requests for solicitation shall be by email to susan.m.bryan.civ@army.mil. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimate and may be adjusted dependent upon the date the solicitation is released; however, the solicitation will not close prior to the closing date stated above.
