Enclosed is a Request for Quotations (RFQ) for Mobile Phone Services. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter.
The U.S. Government intends to award a contract to the responsible offeror representing best value using comparative evaluation authorized under FAR 13.106-2(b) (3). A comparative evaluation is defined as the act of comparing two or more offers in response to the RFQ. The item-by-item comparison is performed by comparing each offer directly to one another to determine which provides the best value to the Department.
Comparative evaluation is NOT a low price technically acceptable (LPTA) or trade-off process. Prospective offers must still meet basic standards for responsibility at FAR 9.104 and solicitation compliance to be eligible for award. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies if there is a need to do so.
Please pay attention to a crucial requirement outlined in the DOSAR 652.242-73. This requirement mandates that all vendors possess the necessary licenses and permits to conduct business in Denmark. It is essential to ensure compliance with all Danish regulations and legalities to operate successfully in the country. Specifically, the Danish Tax authorities expect businesses to obtain a CVR number and fulfill tax obligations. You should review local laws before submitting a quotation.
The Embassy intends to conduct a pre-quotation conference at the site, The pre-quotation conference will be held on December 17, 2024 at 13:00 (local time) at the Embassy of the United States of America, Dag Hammarskjolds Alle 24, 2100 Copenhagen O, Denmark. Interested offerors/quoters must provide a list of names to Ms. Ulrika C. Madsen via e-mail (CopenhagenContracts@state.gov) by 10:00 (local time) on December 11, 2024, to arrange access to the building. Prior notification is required for entry.
Quotations are due by January 10, 2025 at 12:00 (local time). No quotations will be accepted after this time. Quotations must be in English and incomplete quotations will not be accepted.
Your quotation must be submitted electronically with the subject “19DA2025Q0001 Mobile Phone Services” to CopenhagenContracts@state.gov. It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.
All questions regarding this solicitation must be submitted in writing to Ms. Ulrika C Madsen at CopenhagenContracts@state.gov by 12:00 (local time) on December 18, 2024.

2. Section I, Pricing
3. Section 5 Representations and Certifications
4. Additional information as required in Section 3
5. Proof of SAM Registration
6. Cybersecurity Supply Chain Risk Management (C-SCRM) Questionnaire
Note: Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
