N0016425RJR93 – MAINTENANCE (REPLACEMENT) OF BATTERIES AND MICROCHIPS IN THE FIRING DEVICES MK 59 MOD 0 AND MK 62 MOD 0 AND ASSEMBLY OF NEW PRODUCTION MK 59 UNITS – PSC 1375 - NAICS 325920



Issue Date: 4 December 2024 – Closing Date: 3 January 2025 – Time 2:00 PM Eastern



The Naval Surface Warfare Center (NSWC), Crane Division anticipates issuing a request for proposals (RFP) for a 5-year, Firm-Fixed Priced (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the maintenance (replacement) of batteries and microchips in the firing devices MK 59 MOD 0 and MK 62 MOD 0 and assembly of new production MK 59 units.



The resulting award has a 5-year ordering period with an estimated minimum contract quantity of 300 each new production MK 59 MOD 0 devices as well as an estimated 500 each MK 59 MOD 0 and MK 62 MOD 0 refurbishment and a contract ceiling of approximately $23,300,000. Deliveries shall be FOB Destination to NSWC Crane. Initial Inspection will be performed by DCMA at Origin for First Articles and Lot Acceptance Test Units and Acceptance will be performed by Government at Destination, NSWC Crane, Crane IN 47522.



The Draft Technical Data Package (DTDP) is posted as an attachment to this synopsis. The DTDP contains Specifications, Automated Data Lists (ADLs) with Drawings, and Contract Data Requirements List (CDRLs). The DTDP is being provided for comments/questions prior to solicitation issuance; all comments/questions shall be received by 20 December 2024 prior to the estimated solicitation date of 10 January 2025.



This is a full and open competitive acquisition. The final contract award decision may be based upon a combination of the following factors as described in the RFP: technical, past performance, and price. The Government intends to award to the responsible vendor whose offer is the best value to the Government. Offers that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for contract award.



The solicitation, all amendments and associated controlled documents will be posted on Procurement Integrated Enterprise Environment (PIEE) Solicitation Module (PSM) at https://piee.eb.mil. The solicitation notice will flow to SAM.gov, but the actual posting will be in PIEE. The proposal shall also be submitted through PSM. All changes that occur to competitive actions prior to the closing date will be posted to Contract Opportunities on https:/sam.gov/ via PSM. For within scope changes made after the closing date, only those Offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
