Hill Air Force Base (HAFB) intends to solicit and negotiate with only one source, the American Red Cross (ARC), for a 5 year Blanket Purchase Agreement (BPA) for direct CPR/AED/FA certification services. This requirement is being solicited on a sole source basis under the authority of FAR 6.302-1(a)(2)(iii)(A).
The 75 ABW operates a mature, in-house training program, managed and delivered directly by government personnel. A direct certifying body is essential to issue certifications and ensure ongoing compliance with Department of the Air Force Manuals (DAFMAN) 91-203 and 32-1065. The 75 ABW is not seeking innovative training methods or administrative support for this program.
All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency; however, based on the analysis of requirements, the Government does not believe that any sources other than the American Red Cross can meet the current needs without introducing unnecessary delays and a duplication of cost and effort. Therefore, the Government intends to award a sole source contract to American Red Cross.
