Presolicitation Notice - DC Battery Chargers

The Bureau of Reclamation (BOR) requires the purchase of eight (8) each 125V DC
battery chargers for the Switchyards at Grand Coulee, Washington.

This acquisition is 100% SET-ASIDE FOR SMALL BUSINESSES under the North American Industry Classification System (NAICS) Code of 335312 - Motor and Generator Manufacturing with a Small Business Size Standard of 1,250 employees. The product service code is 6130 - Converters, Electrical, Nonrotating.

The Government requires eight (8) each 125V DC battery chargers for the Grand Coulee Switchyards: Four (4) 100A Chargers for the 115kV and 500kV Switchyards, Two (2) 75A Chargers for the 230kV Switchyard, and Two (2) 50A Chargers for the 500kV Switchyard. The battery chargers are to provide DC station power to keep the battery banks charged.

Reclamation intends to award one firm-fixed-price contract. The anticipated date to issue the Request for Quote, 140R1725Q0024, (written) is approximately the first week in December 2024. The anticipated closing date is the third week in December 2024. The anticipated award date is the first week in January 2025, but all dates in this notice are subject to change. Prospective vendors must be registered in the System for Award Management (SAM) prior to the closing of the solicitation. Any amendments applicable to the solicitation will be posted at the same site.

This product will be purchased in accordance with FAR Part 12 and FAR Part 13, simplified acquisition procedures apply. The Government will evaluate quotes based on factors listed in the solicitation.
