INVITATION TO BID
Sealed Bids for Andover Street/Ames Pond Drive Traffic Signal Improvements Project, contract PW-25- 04, will be received by the Town of Tewksbury at the Department of Public Works, 999 Whipple Road, Tewksbury, MA 01876, until 10:00 a.m., on Thursday, February 13, 2025, at that time and place Bids will be publicly opened and read aloud.
The work under this contract consists of furnishing all necessary labor, materials, tools, and equipment to complete traffic signal improvements as described under the Andover Street / Ames Pond Drive Traffic Signal Improvements Project, contract PW-25-04. The work includes but is not limited to the replacement of the existing malfunction management units (mmu), installation of a controller in the existing controller cabinet, updates to signal timing, updates to signal phasing, installation of new 3-section signal heads and 4-section signal heads on existing mast arms, new pedestrian signal heads and pushbuttons on a new post, and the installation of ramps at the crosswalk with detectable warning panels that are in accordance with MassDOT construction specifications, and all else necessary for the successful completion of the work. No guarantees are made for the amount of work to be done. Final quantities will be determined by the Engineer based on bid pricing received. The Owner does not guarantee a specific quantity to be purchased, or items to be used.

Contract Documents may also be examined, but not obtained, at the DPW office during the following hours: 7:00 a.m. – 3:00 p.m. Monday through Friday.
Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a Bid Security in form of a certified check, cashier’s check or security bond in the amount of 5 percent of the Bid. This contract has been written in conformance with the COMMONWEALTH OF MASSACHUSETTS DEPARTMENT OF TRANSPORTATION STANDARD SPECIFICATIONS FOR HIGHWAYS AND BRIDGES, 2024 EDITION; SUPPLEMENTAL SPECIFICATIONS, DATED JUNE 30, 2024; MASSACHUSETTS DEPARTMENT OF TRANSPORTATION CONSTRUCTION STANDARD DETAILS, DATED OCTOBER 2017. Additional supplemental specifications have been added where applicable and will govern in the contract.
Bidders may not withdraw their Bids for a period of 45 days, excluding Saturdays, Sundays and legal holidays, after the actual date of the opening of the Bids. Complete instructions for filing Bids are included in the Instructions to Bidders.
Minimum Wage Rates as determined by the Commissioner of the Department of Labor and Workforce Development under the provision of the M.G.L. c.149, §26 to 27D, as amended, apply to this project. It is the responsibility of the Contractor, before Bid Opening to request, if necessary, any additional information on Minimum Wage Rates for those trades’ people who may be employed for the proposed work under this Contract.
MassDOT prequalification of contractors with the class of work as, Traffic Signals for the project with an estimated value of $77,758.00 will be required.
The Bidding and Award of this Contract will be pursuant to M.G.L. c. 30, § 39M. The Owner reserves the right, in its absolute and sole discretion, to waive any informality in or to reject any or all Bids if deemed to be in its best interest.
