RFP #25-012 - PERMITTING PROCESS OPERATIONAL EFFICIENCY AUDIT

The City is seeking proposals from qualified firms for process review and improvement consulting services. North Richland Hills’ Development Services Department is comprised of 20 full-time dedicated employees and delivers services related to building permits, building inspections, planning, and zoning. The objective of this effort is for a firm(s) to perform an operational analysis of the “current state” of the Development Services Department permitting processes, workflows that impact the delivery of City services, and based on the consultant’s analysis, formulate recommendations to create more efficient “future state” processes and workflows. The City uses an online permitting platform powered by Tyler Permitting & Licensing software (formerly called Energov), which has been operational since August 2021.
