Description
The United States Air Force is releasing this Draft RFP to solicit industry feedback prior to the formal release of the solicitation for the FY26 MACC at Morón Air Base, Spain. This acquisition will establish a $400M IDIQ vehicle for general construction, repair, and maintenance of real property assets.
This release is for planning and comment purposes only. It does not constitute a Request for Proposal and will not result in contract award.
Interested vendors are encouraged to:

Review the full Draft RFP package, including Sections L and M, the HTRO evaluation methodology, and all supporting attachments.

Provide feedback using the Comment Resolution Matrix (CRM) provided in the attachments. The CRM is the primary document the Government will use to assess and adjudicate feedback.

In-document comments (e.g., Word track changes or PDF annotations) are permitted but must be cross-referenced in the CRM to ensure full consideration.

The Government may not respond to all comments provided.

This acquisition will utilize the Highest Technically Rated Offeror (HTRO) methodology for source selection.

Offerors must be certified and compliant with Spanish construction licensing and coordination requirements under the U.S.–Spain Agreement on Defense Cooperation.

Industry participation in this review is voluntary, and the Government will not reimburse costs associated with feedback or attendance at Industry Day.

No contract will be awarded as a result of this draft RFP
A virtual Industry Day will be held on July 25, 2025, from 1000 to 1200 Central European Time (CET). Call-in and login details will be provided in an upcoming amendment to this posting.
The Industry Day will offer an overview of the MACC acquisition strategy, highlight key evaluation elements, and provide time for general questions from industry.
