Description:
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.
The Office of Purchasing and Contracts (OPC) at the National Institutes of Health (NIH) Clinical Center, on behalf of the Department of Transfusion Medicine, intends to award a firm-fixed-price contract to Blood Bank Computer System Corporation (BBCS) for a one-year Express Maintenance Software Maintenance Service Agreement. This contract will cover the period from March 4, 2025, to March 3, 2026.
The Department of Transfusion Medicine requires ongoing support, software services, and licenses for the proprietary Blood Donor Software Application. This software is essential for managing the collection, testing, manufacturing, shipping, and inventory of blood products at the NIH Clinical Center. It is critical to daily operations in the Transfusion Services Section and integrates with the Clinical Center's Hospital Information System. Additionally, the software generates reports that monitor blood levels within the hospital. The BBCS software and its modules are crucial for maintaining electronic records of both patients and donors.

Quantity/Item/Description
Blood Bank Computer System (BBCS) is the original developer of the NIH Clinical Center’s proprietary blood bank software application. As the exclusive provider, BBCS is the sole source for offering annual software license renewals and software maintenance support services.
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
