Nashville District BPA Agreement Fuel & Lubricant





THIS IS NOT A SOLICITATION, INVITATION FOR BID (IFB), REQUEST FOR QUOTE (RFQ), OR A REQUEST FOR PROPOSAL (RFP).



This is a sources sought announcement only. This sources sought is for acquisition planning purposes only and shall not be construed as a commitment by the Government to issue a solicitation or ultimately enter into an agreement. Any cost incurred as a result of the announcement shall be borne by the interested party (prospective offeror) and will not be charged to the government for reimbursement. Respondents will not be notified of the results of any government assessments.





PURPOSE:



The U.S. Army Corps of Engineers Nashville District is conducting this Sources Sought in support of Market Research to notify and seek potential qualified members of industry to gain knowledge of capabilities, interest, and qualifications; to include the Small Business Community for entering into a Blanket Purchase Agreement (BPA) to provide fuel and lubricant services for the Nashville District. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions. The Government must ensure there is adequate competition in making appropriate decisions. The type of set-aside acquisition will depend upon the responses to this sources sought.





NO SOLICITATION EXISTS AT THIS TIME.





A Blanket Purchase Agreement (BPA) as defined by FAR 13.303(a) is a simplified method of filling anticipated repetitive needs for supplies or services by establishing " charge accounts " with qualified sources of supply. The BPA does not guarantee, nor obligate the Government to, any orders to a BPA holder in any way.





SCOPE OF WORK (SUBJECT TO CHANGE):



Interested Vendors should be capable of providing all labor, materials, and equipment necessary to perform the work stated in the Performance Work Statement (PWS). Any of the activities, or combination of activities, may be required anywhere within the U.S. Army Corps of Engineers - Nashville District area of responsibility shown in Figure 1. The anticipated length of the BPA Master Agreement is five (5) years.





CAPABILITY STATEMENT TO SHOW INTEREST AND INTENT:



Respondents interested in performing the proposed project as a prime contractor should submit a capability statement for consideration that includes the following (in 1 through 8):




  1. Offeror’s name, address, points of contact with telephone numbers and e-mail addresses.

  2. UEI and CAGE Code

  3. Are you a small business under this NAICS Code?

  4. Business size/ classification to include any designations (Small Business, HUBZone, 8(a), Women Owned, Service-Disabled Veteran Owned, etc.)

  5. A Statement of Capability (SOC) stating your skills, experience, and knowledge to perform the specified type of work as described above. This SOC should be brief description of your company’s capability. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel.


  6. Please list a Federal contract successfully completed, similar to the above referenced type of work:

  7. Do you have the following products that meet the general requirements listed in the Statement of Work?

  8. Please clearly identify which locations/project areas stated in the scope of work that your company is able to deliver to.

  9. Indicate whether your company will perform the work directly or intends to subcontract the work. If subcontracting, identify the percentage of work to be subcontracted. Identify the percentage of work your firm may be capable of directly performing.

  10. Please indicate whether your firm will submit an offer for this project.

  11. Any other information that would assist in determining your company’s capability in performing the described construction work.
