Civic Center Master Plan Consultant Services

The City of Gilroy (City) is seeking proposals from qualified firms (Consultants) for the preparation of an updated, comprehensive Civic Center Master Plan to supersede the 2002 adopted plan, that will create a clear vision, action plan, timeline, and financial strategy for the re-development of the Gilroy Civic Center to meet the City government’s administrative and operational needs through City buildout and the needs of the Gilroy community. The City is requesting proposals from qualified consulting firms to develop the plan and implement it, based on the proposed scope of work contained in this request for proposals. The selected firm’s overriding purpose is to assist the City in seeing the project through from initiation of the project through the development and approval of a Master Plan, and through to completion of construction of the legislatively approved Master Plan and move-in of replaced or renovated buildings.

The Project includes the re-development of the existing Civic Center site as described in the project background below. The Master Plan will be the guiding document for the final project. An awareness and understanding of the City’s cultural, socio-economical, and operational nature is crucial for success.

This RFP is intended to be as descriptive as possible. However, omissions or oversights may be present in this document and the scope of work. Proposing firms are not to take advantage of these in preparing their documents or proposals and are to identify issues in either the question and answer period of the RFP process, or identify them in the proposal as it relates to the proposed methodology to perform the scope of work.
