Description

The U.S. Embassy Antananarivo would like to invite vendors to provide price quote for the services of a telecommunications tower to support the installation of radio repeater equipment. The tower will be used to enhance our network coverage and capacity in Ivandry, the CMR Ambaranjana and the U.S. Embassy compound area Andranoro Antehiroka.





Period of performance (POP): 9/01/2025 – 8/30/2026.

Technical Requirements:



Outdoor Telecommunication equipment:




  • 02 Omnidirectional VHF Antenna 160Mhz – 174 MHz (minimum height requirement: 25 meters AGL)

  • 02 Omnidirectional antenna (ANT-LPWA-DB-O-N=) (minimum height requirement: 20 meters AGL)

  • 02 GPS clock

  • 01 Cisco Wireless Gateway for Lora WAN - 868MHz

  • 01 0.3m Point to Point Parabolic Microwave Dish Antenna

In this regard, we kindly request information on the possibility of leasing space on your tower and within your technical room, including the following details:




  1. Rental Terms & Monthly Cost



Pricing for tower space and technical room



Duration and renewal conditions of the lease



Other conditions or constraints






  1. Indoor and Outdoor Space Availability:




  • Exact location on the tower (height, orientation)

  • Available space inside the technical shelter or equipment room








  1. Power Requirements:




  • Independent circuit breaker for US Embassy installation

  • Availability of two stable 220V AC 50–60Hz power sources: one from the commercial power grid (JIRAMA) and the other from a diesel generator managed by an Automatic Transfer Switch (ATS)

  • Stable 220V / 50-60Hz including backup power solution.





Assurance of minimal power interruptions, with a specified power backup solution (e.g., UPS, commercial power availability (JIRAMA), local generators, rectifier/inverter).






  1. Structural Engineering



Certification by a licensed professional structural engineer or engineering firm with expertise in telecommunications tower design and analysis.






  1. Equipment room or Shelter



Restricted access, locked door with a lock or padlock, air conditioning in good working condition, walls and roof waterproof and sturdy, equipped with fire prevention equipment, smoke sensor, and flood sensor, correctly connected to the grounding network.



Equipment room or shelter well located on a site safe from the risk of flooding and fire.






  1. Earthing and protection




  • Proper grounding System: the site must have a low resistance grounding system, including a series of proper ground rods, plates, or a ground ring, which should be connected to the main electrical panel and telecom equipment.






  • Grounding resistance: the resistance should typically be less than 5 Ohms.






  • Lightning protection system: they are installed at the highest points of the telecom tower to intercept direct lightning strikes. They must be properly connected to the grounding system.






  • Down conductors: safely carry the lightning Strick from the air terminals to the grounding system, they should be short and direct to minimize the risk of damage.






  • Surge protection (SPDs): should be installed on the AC cables power lines and any other conductive paths entering the site to protect against induced voltages from lightning strikes.






  • Grounding bar: the tower and the equipment room or shelter must be equipped by some grounding bar that is properly connected to the grounding system.






  • Separation of power and telecom grounds: separate the grounding for power and telecom systems to avoid dangerous interaction between the two systems.






  • Periodic maintenance and inspection of the grounding system: it is required to ensure that the grounding system is in optimal condition. This includes checking the integrity of all connections and the resistance of the grounding electrodes.






  1. Compliance and Audits



Regular audits and inspections should be conducted to verify compliance with the Standards lightning and grounding system of the site.




  1. Security and Access Control:




  • Perimeter Security:



The tower site must be enclosed by a secure perimeter fence or barrier to prevent unauthorized access.



The fence height should be sufficient to deter trespassing and unauthorized entry.



Access gates must be equipped with locks or other security measures to control access to the site.






  • Access Control



Access to the tower site must be restricted to authorized personnel only.






  • Site Conditions



Site environment and accessibility (road access, terrain)



The site is in a secure area with appropriate protection against flooding and fire hazards.



Any constraints or limitations we should be aware of



Proposal Submission Instructions:



Costing information for twelve months in the following format:

a. Non-recurring costs (NRC), if any, in Ariary.

b. Monthly costs in Ariary.

c. Fees and or costs to cancel contract if the POP has not ended.



d. All the applicable taxes and or fees (e.g., VAT, & import migration fee.)





Accordingly, interested prospective offerors are invited to submit their quotation to HarimanjatoPM@state.gov no later than August 28, 2025 at 12:00pm local time.
