I. Introduction and Background
Introduction
The City of Little Canada is seeking to hire a qualified graphic design and marketing firm to provide
professional graphic design services for a city brand and logo refresh. The selected firm will work with
city staff and key stakeholders, possibly including city council members, to update the typography for the
city’s current logo, provide corresponding typography, and refresh the primary, secondary, and grayscale
color palettes for the city’s existing brand style guide. Firms can also provide a cost outline for the
redesign of the city’s quarterly printed newsletter
City Background Information
Little Canada, Minnesota, is a community of approximately 11,000 residents located just north of Saint
Paul. Originally established as a township more than 150 years ago, Little Canada has maintained its
small-town character while continuing to grow and evolve.
The City is governed by a City Council consisting of a Mayor and four Council Members, who establish
City policy. The City Administrator is responsible for the day-to-day administration of City operations.
City Logo History
Based on historical records, the current city logo has been utilized since 1976. The logo, originally a
bright red, was adjusted to a more muted shade of red in early 2022. This Request for Proposals is not to
redesign the city’s existing and historically significant logo, but rather to modernize the font within the
logo, and have that font consistently utilized in city communication efforts. The city’s existing brand style
guide is attached as Appendix B.
Purpose
The city is requesting proposals from qualified firms to provide professional graphic design services for a
city brand and logo refresh. This proposal also includes an option for redesigning the city’s quarterly
print newsletter.
Budget
Funding for the project has been identified in the city’s general fund. The following amounts have been
budgeted for the project goals

Project Schedule
The following schedule is provided for planning purposes and is subject to change at the city’s discretion:
• RFP Issued: February 26, 2026
• Questions Deadline: March 6, 2026
• Proposals Due: March 11, 2026
• Evaluation & Interviews (if conducted): March 2026
• City Council Authorization: March 18, 2026
• Project completion anticipated: May 20, 2026 (earlier preferred)
Project Roles and Responsibilities
City of Little Canada
The city will provide overall project direction, policy decisions, and approvals at key milestones. The city
will review design documents, respond to questions, connect the selected firm with applicable vendors,
and provide recommendations and will provide timely feedback to support project progress.
Graphic Design and Marketing Firm
The selected firm will be responsible for the complete design of the project and for coordinating with the
city and city’s vendors throughout all phases. Responsibilities include:
• Design and produce a modernized adaptation of the current city logo with updated typography.
• Provide recommended brand color palettes that include primary, secondary, and grayscale
palettes
• Provide three to four “graphic elements” to complement the city’s logo that can be utilized as
part of the city’s website redesign and print materials.
• Provide designs compliant with WCAG 2.1 Level AA in all applicable categories.
• Provide all raw design files to city following project completion. City shall be owners of materials.
• Optional: This proposal also includes an option for redesigning the city’s quarterly print
newsletter.
The firm shall work collaboratively with the city to ensure project alignment with schedule, budget, and
quality objectives.
II. Scope of Work and Services
The selected proposer will be responsible for, but not limited to, the following services:
Updated Logo
• Design and produce a modernized adaptation of the current city logo with updated typography.
• The selected firm must work with the city’s website provider, CivicPlus, to ensure any typography
can be used for web and print. Typography matches must also be provided for design platforms
such as Canva, Microsoft products.
Refresh Brand Palettes
Provide recommended brand color palettes that include primary, secondary, and grayscale palettes. The
selected firm must work with the city’s website provider, CivicPlus, to confirm that all recommended
colors can be utilized as part of the city’s website redesign.
Build Graphic Elements
• Provide three to four “graphic elements” to complement the city’s logo that can be utilized as
part of the city’s website redesign and print materials.
Provide WCAG 2.1 Level AA Compliant Designs and Recommendations
