Solicitation Document Description: The RFQ is an invitation by the City of Toronto (the “City”) to prospective Suppliers to submit bids for the Processing Services for up to 25,000 tonnes annually of Organic Material with City Haulage (Alternate Bid 1) or with Supplier Haulage Services (Alternate Bid 2), as further described in Part 3 and the Contract (the “Deliverables”). Refer to RFQ Part 2 Agreement and 3 Spec for more details.
Specific Conditions for Procurement: The Supplier must have satisfactorily provided two (2) separate Organic Material Processing Services contracts at the receiving facility within the past five (5) years. Each contract in minimum must have had an average aggregated contract value of 70 percent of the overall contract value being bid on in this procurement in Canadian dollars excluding taxes and must have involved the satisfactory processing of an aggregated volume of 60 percent of the awarded tonnage of Organic Material into Beneficial Use. The Beneficial Use does not need to be derived exclusively from municipal Organic Material. Sub-Contractor experience is acceptable, if Supplier is partnering with a Sub-Contractor.
