EBENEZER COXBURG ROAD EMERGENCY WATER MAIN REPLACEMENT
HARLAND CREEK COMMUNITY WATER ASSOCIATION
NOTICE is hereby given that the Harland Creek Community Water Association is seeking quotes for the construction of
the project designated as “Ebenezer Coxburg Road Emergency Water Main Replacement” until the hour of 2:00 PM,
local time, on 12th day, February 2026, via email to thomas.mckay@waggonereng.com. Quotes are to be stated for the
construction of water distribution lines and all other related items of work required to complete the project as shown
and specified in the Contract Documents.
The Total Contract Time will be 21 consecutive calendar days and the liquidated damages will be $500 per consecutive
calendar day thereafter. A bid bond or a certified cashier’s check in the amount of 5% of the total bid price is required.
Bid documents are being made available upon request via email to thomas.mckay@waggonereng.com.
The Harland Creek Community Water Association reserves the right to amend the specifications and contract documents
as necessary prior to bid and agrees to notify all having requested bid packets. The Harland Creek Community Water
Association reserves the right to accept or reject any and all bids and to waive any and all informalities.
The Harland Creek Community Water Association hereby notifies all bidders that it will affirmatively ensure that in any
contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full
opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race,
color, sex, religion or national origin in consideration for an award.
The BID SCHEDULE may be examined at the following locations:
A. Mississippi Procurement Technical Assistance Program (MPTAP) Mississippi Development Authority, Minority
& Small Business Development, Woolfolk Building 501 North West Street, Suite B 01, Jackson, MS 39201
Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged
to make inquiries regarding potential subcontracting opportunities and equipment, material, and/or supply needs.
Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by
anticipated funds from the Mississippi Municipality & County Water Infrastructure Grant Program (MCWI) and the Rural
Water Associations Infrastructure Grant (RWAIG). This procurement will be subject to all applicable sections of the
Mississippi Code of 1972, Annotated, as they apply to local governments, in accordance with MCWI and RWAIG Program
Regulations.
Based on the Assistance Listing: Coronavirus State and Local Fiscal Recovery Funds and Part 2 of the US Treasury State
and Local Fiscal Recovery Funds Compliance and Reporting Guidance (v3.0 February 2022) (Compliance Guide), the
