A. Notice to Bidders: Notice is hereby given that sealed bids will be received for the project named below by the Jackson Redevelopment Authority.

B. Project Identification: Pullman Porter Food Works at Union Station, Jackson, Mississippi.

1. Project Location: 300 West Capitol Street, Jackson, Mississippi 39201.

C. Owner: Jackson Redevelopment Authority, 218 South President Street, Jackson, MS 39201-4307.

1. Owner's Representative: Alex Lawson, Chairman, Board of Commissioners.

D. Architect: Dale Partners Architects, P.A., One Jackson Place, Suite 250, 188 East Capitol Street, Jackson, MS 39201-2100.

E. Project Description:

1. The documents include 3 separate projects that will be bid on the same date. All three projects may be awarded to the same contractor or different contractors separately. Contractors will be expected to coordinate scopes to deliver a successful and on-time project for all contracts. No aspect of any project listed is allowed to interfere with the train schedule or performance of the trains.

Project A: The renovation of the existing gang toilets in the pullman porter. These renovations only include the gang toilets in the North end of the building as indicated in the contract documents. Involves demolition of walls to reduce size of bathrooms and complete replacement of all finishes. The existing slab will need to be demoed in order to run new plumbing for new toilet and sink locations. New ceiling and lighting will be installed. This also includes the renovations around the water fountain near the restrooms.

Project B: This includes the complete demo and renovation of the existing food hall and existing greyhound area into the new Pullman Porter Foodhall. This will include the complete removal of existing walls, plumbing, cooking equipment, etc as outlined in the contract documents to make room for the new food vendors. The vendor stalls and the full new bar will require trenching the slab and reinstall new slab. New finishes are required throughout. New HVAC and custom lighting as indicated. The new food vendors will require vent hoods that will require new penetrations through the passenger platform above. No work is to interfere with train schedule. This project will also include the renovations to the storage rooms and restrooms to the south of the building.

Project C: All work related to the arcade. Base bid, in this space, is to be a white box finish: Gypsum walls, sanded and painted. Ceiling and lights as indicated. Floor prepped to receive a flooring but no flooring installed.


1.2 BID SUBMITTAL AND OPENING

A. Owner will receive sealed lump sum bids until the bid time and date at the location given below. Bid proposals must be delivered in a sealed envelope marked plainly on the outside of the envelope with the following: "Pullman Porter Food Works at Union Station, Jackson, Mississippiā€; Project number 25023 to be opened Tuesday, March 3, 2026. Envelope shall be addressed to Alex Lawson, Chairman, Board of Commissioners, Jackson Redevelopment Authority, 218 South President Street, Jackson, MS 39201-4307. In addition, the envelope shall list the bidders Company name, Company address and all applicable state and local license and registration numbers of the bidder. Envelopes not so marked are submitted at the risk of the bidder as the Owner and Architect assume no responsibility for the premature opening of any bid envelope by any employee of the Owner or Architect. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:

1. In addition, Electronic bids may be submitted through the website https://www.dalepartnersplans.com . Electronic bids are not required by the Jackson Redevelopment Authority but offered as another means to submit a bid. Single stipulated sum bids will be received for all work required by the contract documents in accordance with the Instructions to Bidders

2. Bid Date: Tuesday, March 3, 2026.

3. Bid Time: 2:00 PM.

4. Location: Bid opening at the Jackson Redevelopment office at Union Station.

B. Proposals shall be submitted in duplicate only upon the blank proposal forms provided with the specifications and must be accompanied by Proposal Security in the form of a Certified Check or acceptable Bid Bond in the amount equal to at least five percent (5%) of the Base Bid: such security to be forfeited as liquidated damages, not penalty, by any bidder who fails to carry out the terms of the proposal, execute a contract and post Performance and Payment Bonds in the form and amount within the time specified. The Bid Bond, if used, shall be payable to the Owner.

C. Bids will be thereafter publicly opened and read aloud.

1.3 BID SECURITY

A. Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 90 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities.

B. The owner reserves the right to postpone action and final decision for a period of up to ninety (90) days.

1.4 PREBID MEETING

A. Prebid Meeting: See Document 002513 "Prebid Meetings."

B. Prebid Meeting: A Prebid meeting for all bidders will be Thursday, February 19, 2026, held at Jackson Redevelopment Office at Union Station at 10:00 am, local time. Prospective prime bidders are requested to attend.

1. Bidders' Questions: Architect will provide responses at Prebid conference to bidders' questions received up to two business days prior to conference.


1.5 DOCUMENTS

A. Printed Procurement and Contracting Documents: Obtain after Monday, February 2, 2026, by contacting Dale Partners Architects.

B. Viewing Procurement and Contracting Documents: Examine after Monday, February 2, 2026, at the locations below:

1. Plan holders are required to register and order bid documents at www.dalepartnersplans.com . Bid documents are non-refundable and must be purchased through the website. 2. Bid Documents will only be made available to plan holders as entire documents. Partial sets will not be issued.

1.6 TIME OF COMPLETION AND LIQUIDATED DAMAGES

A. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time. Work is subject to liquidated damages. Project A (Restrooms) will be complete 90 days from NTP; Project B (Pullman Porter) will be 364 days from NTP; and Project C (Arcade) will be 60 days from NTP. Projects will be subject to liquidated damages at

$500.00 per day.

1.7 BIDDER'S QUALIFICATIONS

A. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.

1.8 NOTIFICATION

A. This Advertisement for Bids document is issued by Dale Partners Architects.

B. Advertisement dates are Monday, February 2, 2026, and Monday, February 9, 2026.
