Description: The United Nations Development Corporation (UNDC), a public benefit corporation of the State of New York, is seeking proposals from qualified independent certified public accounting firms to provide annual audits of its financial statements in accordance with auditing standards generally accepted in the United States of America, preparation of IRS Form 990, preparation of NYC Tax Commission Forms TC201 and TC309, and preparation of certain other reports described in a request for proposals (RFP) . The minimum required qualifications are as follows:

MWBE / SDVOB Participation Requirements UNDC is required to implement the provisions of Article 15-A of the Executive Law and Article 3 of the Veterans' Services Law which require state agencies to establish goals for participation by New York State-certified minority and women-owned business enterprises (MWBEs) and service-disabled veteran-owned businesses (SDVOBs) on their state contracts. The MWBE goal for this contract is 15%, and the SDVOB goal is 0%. Firms are encouraged to partner with or utilize MWBEs and SDVOBs as subcontractors, joint ventures, teaming agreements, or other similar arrangements to meet the contract goals. If a firm is not able to meet the contract goals after making good faith efforts to do so, it must submit a request for a partial or total waiver of the goal requirements. Please be aware that UNDC will not grant any automatic waivers, and all requests for MWBE waivers will be submitted to Empire State Development for approval. Procurement Lobbying Restrictions This solicitation is subject to the procurement lobbying restrictions of New York State Finance Law Sections 139-j and 139-k. These statutes impose certain restrictions on communications between a governmental entity and an offerer during the procurement process. Offerers should only contact designated staff regarding this procurement, and designated staff are required to obtain certain information when contacted. Violations of these statutes can result in rejection for contract award and debarment from obtaining governmental procurement contacts.
