1. INTRODUCTION
The City of Moberly (“City”) is seeking proposals from qualified Internet Service Providers (ISPs) to deliver reliable, high-performance internet services across multiple municipal facilities. The City intends to migrate as many facilities as possible from wireless service to fiber. This may require service contracts with more than one provider or multiple providers working together to provide a cohesive service package.
2. BACKGROUND
City facilities are scattered throughout the Moberly area, listed in Appendix A. Wireless service has been the mainstay of City facilities for years. A few locations have converted from wireless service to fiber service as it has become available, and the City is seeking to convert the majority to fiber service. The City understands that not all locations will be able to be served by fiber, and for those locations wireless or point-to-point (PTP) service are options that bidders may choose to present options for. The City may opt to provide its own PTP equipment for the noted locations.
An additional factor in the conversion to faster and more reliable internet service is the planned migration of telephone services to VoIP in all facilities within the next 12 months. Faster and more reliable internet service is a must have to accomplish this enhancement.
The City utilizes Paycom software for its payroll services. The software has a timekeeping feature whereby employees can punch in and out throughout the day. The facilities where employees work have tablets that the employees use for this function, in addition to apps on their cellular phones. To control how and where employees can log into the software, static IP addressing is utilized and the software has built-in limitations controlling the physical distance from the IP address location. The City facilities that will require static IP addressing are identified with a “Y” in the “Static IP Required?” column in Appendix A. Bidders should indicate if complying with this requirement cannot be done or will create specific issues.
