Background

March 11, 2021, President Biden signed the American Rescue Plan Act (ARP) into law. This law provides over $1.9 trillion in relief to address the continued impact of the COVID-19 pandemic on the economy, public health, State and local governments, individuals, and businesses. A portion of these funds were reserved to provide homelessness assistance and supportive services, including homelessness prevention assistance, in order to reduce homelessness and increase housing stability. These funds are administered by the U.S. Department of Housing and Urban Development (“HUD”) through a program entitled "HOME-ARP," and $2,726,703 has been allocated to the City of Aurora (“City”).

The law authorizing the HOME-ARP Program funds defines the program’s eligible beneficiaries under the following four (4) "qualifying populations,"(refer to the HOME-ARP QP Flowchart for more details):

  • Population 1 – Homeless, generally meaning those who are eligible for shelter and/or services under the HUD Emergency Solutions Grant (ESG) and Continuum of Care programs;
  • Population 2 – At risk of homelessness, generally meaning those who are eligible for homelessness prevention assistance under the HUD ESG program;
  • Population 3 – Fleeing, or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking; and
  • Population 4 – Other populations, such as:
    • those who are formerly homeless who have received short, medium or permanent housing assistance but continue to experience housing instability,
    • persons on affordable housing wait lists,
    • families living in affordable/other rental housing who are not housing stable, and
    • persons who do not qualify under any of the populations previously described (Populations 1-3).

For “Other populations,” providing HOME-ARP supportive services or assistance must be directly related to the prevention of a family’s homelessness or serve those with the greatest risk of housing instability.

In addition, Veterans and families that meet the criteria for one of the four qualifying populations described above are eligible to receive HOME-ARP assistance.
